I hope to do these a little more often in the future. Basically about 1 day a week I'm going to mention a few issues/events/rumors and see if NCO readers have any input.

  • Unemployment Rate Jumps In December

All areas outside the Oregon Metro areas jumped from November 2007 to December 2007. Clatsop went from 4.7% to 5.8%. It hasn't been that high since May of 05. Tillamook and Columbia also edged up, but not nearly as much.

  • Clatsop Democrats Meet

Clatsop County Democrats will meet on January 28th at the Port of Astoria. Social begins at 6:45. There is a light agenda and much of the Meeting will discuss Delegates for the upcoming Primary.

  • Astoria-Warrenton Chamber of Commerce Banquet

On Saturday the Chamber will have it's Awards Banquet at the Red Building. Starts at 6:00 and Dinner is at 7pm. Contact Barb Roberts for info.

  • City Receives First Gas Tax Check

The City of Astoria has the first Gas Tax check for November 2007. Minus fees it was just over $16,000. Which multiples out to $192,000 for the year, although November is one of the 6 slower months for gas purchases.

  • 2 Identified in HWY 26 Crash

LIZ A. MATEO-GOMEZ, age 17, from Beaverton, and ROXANA M. CHAVEZ, age 23, from Tigard were pronounced dead at the scene. A 3rd person who died has not been identified.
The 2 named were Job Corps students. JAMIE M. DALLAS and WALTER E. REMMERS JR, both from Portland were not seriously injured in the head on collision near Elsie.

  • Clatsop Commissioners Discuss Goals

Tomorrow Morning at 9am the Commission will have a work session and discuss goals for 2008. Will it be on KMUN?

  • John Jacob Waterfront Grill Closed

The Grill has locked it's doors, no reason on why, but I would say there are just too many restaurant/bars in Astoria. Especially of the non-smoking variety and the opening of the Shipyard might have pushed them over the edge.

  • Hell of a Rant

A super-uber Rant over at Argument Smargument. Definitely worth checking out. Turn your monitor brightness down before you go…the white on black reminds me of trying to read Guy's Blog when he first started.

  • Leather-Back Sea Turtles in the Columbia

Scientists have been tracking Sea Turtles by satellite over the past few years. One of them left Indonesia and ended up at the Mouth of the Columbia a year later. It then went to Hawaii for the Winter and returned to Oregon in the Spring. Anyone hear of people spotting turtles in the Columbia? These are 2,000lbs!!!

There has been some discussion on NCO about where folks can get WiFi locally. Now that more and more people have laptops, businesses are starting to try to lure customers by offering Wifi. What to do in Astoria on New Years Eve....

Quite a few things going on the next couple of days for a town our size.

Before I get to New Years, there are a couple of other notable events coming prior.

  • On Saturday the 29th, a band out of Salem called HooDoo Johnson will be at the Rouge on 39th at 9pm. Here is their web page. Bring a can of food to get in
  • On Sunday the 30th, Portland Wrestling is coming to the Astoria Events Center. It will be about an hour long and starts at 8pm. Tickets are $10 and up
  • Also on Sunday, Blond Assassin will be performing at the Fort George at 8pm. They are a Punk type band out of Salt Lake City. Have a listen here. Free

New Years Eve!

  • For those under 21, Level 2 Youth Club is hosting a New Years Eve 80's party. They located in the basement of the Moose Lodge on 17th. $2 cover
  • Barney Perine will be performing at the 12th Street Bistro. No cover and all tip go to charity
  • Bond Street Blues will be playing at the Astoria Events Center at 9:30. This is a "Black and White Ball" where everyone is asked to wear black, white or black and white. $12 Pre-Sale and $15 at the door
  • Shannon and the Cannons will be at the VooDoo starting at 10:30pm with a DJ prior. They always put on a great show and have a very devoted following. $5 cover
  • The Gokkers, a group out of Portland will be at Fort George Brewery starting at 10pm. Have a listen here. Free

New Oregon Laws..January 1st 2008

Here is a short overview of some of the laws that will take effect on January 1st 2008.

Domestic Partnership

In May 2007 Ted Kulongoski signed the Oregon Family Fairness Act. Which will allow same sex couples to establish a Domestic Partnership. This Act will give same sex couples most of the rights as Married Couples, although no ceremony is required. In September, groups that wanted to overturn the Act failed to turn in the 55,000 necessary signatures for it to appear on the November ballot. Couples can file forms with county clerks starting Jan. 2. Also related is HB2, which prohibits discrimination based on sexual orientation.

Minors Behind The Wheel

Other laws starting January 1st involve younger drivers. Next week it will be illegal for anyone under 18 to use a cell phone while driving. Max fine is $90. Also going into effect will be HB 2148, which increases the penalty when a minor is convicted of possessing alcohol while driving. And HB 2147, which says that anyone under 21 can have their drivers license suspended for a MIP conviction.

Also worth noting is Washington's text message ban. On Tuesday it will be illegal for all folks who drive on Washington roads to text message. Although this is a secondary offense (cannot be pulled over for it) it carries a fine of $101. A full ban on cell phone use (without a hands-free device) will take effect July of 2008.

Drunks Behind The Wheel

Starting in 2008, 1st time drunk driving offenders will be required to install and use a ignition interlock device for one year and for 2 years after their second conviction. Ignition interlock systems cost about $2 a day, plus installation and removal fees.
Also a new crime will be on the books, aggravated vehicular homicide. This relates to a person who is convicted of a second vehicular homicide while intoxicated and carries a minimum 20 year sentence. Also going into effect is a law that sends someone to prison for 7 1/2 years if they are convicted twice of seriously injuring someone while driving under the influence.

At the Workplace

The minimum wage will rise to $7.95 and is the smallest jump in 3 years. We will go from the second highest in the nation to the 4th.

Senate Bill 248 will limit non-competition agreements.

SB 583 imposes the toughest workplace security laws in the nation. Every Oregon employer who keeps personal information must:

  • Designate a security officer
  • Conduct a risk assessment
  • Assess the safeguards in place to manage the risks
  • Train employees in security policies and procedures
  • Require by contract that service providers maintain adequate security (note the connection to the trend discussed above)
  • Adjust the security program over time to meet changing circumstances
  • Implement adequate physical and technical safeguards
  • Properly dispose of personal information

Odds and Ends

Other Laws:

HB 2513 prohibits gift cards that expire.

SB 431 prohibits landlords from having motor vehicles towed without notice except under special circumstances.

HB 2163 requires all cigarettes sold in Oregon to be fire safe.

SB 10 restricts officials from receiving more than $50 gifts and addresses other Government ethics issues.

The Department of Land Conservation and Development will start sending notices to Measure 37 filers.

You know You're a Dog Owner if...

Time for a dog post.

Below are a few things that only dog owners know or do….

  1. By far the largest purchase at the grocery store is the bag of dog food.
  2. You will drive all the way across town just to go to the gas station that gives out free dog treats.
  3. Anything left on the floor is a new dog toy!
  4. You have been watching the dog food recall and checking if your dog's brand of food pops up.
  5. Doggie gas is worse than human gas and they always let it fly when they are right next to you.
  6. When shopping for clothes, certain colors are "off limits" during shed season.
  7. You ask random dog walkers what kind of dog they have and how old it is.
  8. You have a evil plan to let loose large numbers of dogs inside Guy's house.
  9. You know when a dog is 6 months to 18 months they are a royal pain in the ass!
  10. When you have a conversation with someone in front of your dog you refrain from using key words like "food" "treats" "walk" "dogs" "drive" "car" "dinner" "hungry" "leash".....so not to create false hope for your dog.

Fort George Brewery Coming Alive

Located at 15th and Duane Streets, Fort George Brewery is taking local brewing to a new level. In a way the brewery sits on sacred ground, this spot is where the first settlement on the West Coast was located.

The lead brewers in the project are Chris "Nimz" Nemlowill, the former brewer at Astoria's Wet Dog, and John Harris of Bill's Pub in Cannon Beach. They actually were both brewers at Bill's for a short time where they started tossing around ideas of starting their own.

Their idea for Fort George has been discussed for over 2 years and that dream will become reality in the next 10 days.

History of Fort George

The Fort was originally founded in March 1811 by Captain Jonathan Thorn. It was actually first named Fort Astoria and was the Pacific Fur Company's primary fur trading post in the Northwest. In 1813 the Fur company sold it to the British. Even though it was already under British control, a British ship named the Racoon seized it in late 1813 and immediately named it Fort George.

Today there is said to be a green line where the Fort was originally located, but can't always been seen and the old Fort Actually faced a bit more toward the West in order to look down the Columbia.

Equipment for the Brewery

Fort George has 6 brewing vessels that all serve a different purpose. All the equipment was purchased from a Brewery on the East Coast and had to be trucked all the way to Astoria. On the way back the truck had to drive through a tornado, in which both Chris a Jack thought they were going to lose everything. But luckily they made it through with everything intact.

The process of brewing beer has typically 5-7 steps, with the first called "mashing". At Fort George a lawn-mower size machine sits above the brewery where barley is fed. The machine takes it and sends a consistent stream of barley down a tube and into the first vessel. Here hot water is added to crack the barley. Enzymes break down the starch in the grain into sugars. Whether the beer is darker or lighter, depends on the temperature of this process. Higher temperatures equals darker beer.

The next step is lautering, this basically involves separating the sugars from the spent grain. Fort George uses a Lauter Tun with a false bottom which allows the liquid to filter through, but not the spent grain.

Boiling follows this stage, this is where the liquid, AKA "Wort" is boiled and hops are added. This lowers the PH and causes the proteins in the wort to coagulate.

The next step is fermentation, this involves adding yeast. At this stage the "Wort" is metabolized into alcohol and carbon dioxide. This usually takes one to two weeks to become fully digested.

After the fermentation the liquid is conditioned and filtered, which involves removing the yeast and other left over particles from the beer. This process takes the longest and 4 of the 6 tanks at Fort George are used just for this.

It is now ready to drink, or store in kegs and holding tanks.

At Fort George they built a special cooler for the storage where 4 giant tanks fill the room. Each tank has a hose that leads to a CO2 apparatus and this leads directly to the tap behind the bar.

Local, Local, Local

From the start "Nimz" and Jack wanted to keep everything as local as possible. Much of the wood is form local sources. For example the bar table itself is partially made from a fallen walnut tree from the Elk Refuge. The vents that were left over by the previous owners for ventilating the auto painting booth, now have the cooking grill directly underneath to send the smoke outside. The window booths are made from scrap wood from a old boat East of Astoria and much of the wood needed for paneling in the entryway was cut and plained at the Olney mill. If this wasn't enough, I knew this Brewery was as local as it can get when they commented on how much of a help some guy named "Barefoot Bill" was on the project.

The Future of Fort George

In a breath of fresh air, the owners are very careful about turning this into a big money maker. They view it as more of a public service and a spot for the locals to hang out and drink some good-quality beer. According to them, the most important part of this operation is to keep everything as affordable as possible, while still making payments on some rather large loans.

Opening, Hours and Events

The hours are not set in stone yet, but at the moment they will be "11 to 11" Mon-Sat and "Sometime in the late afternoon" till 11pm on Sunday. 11 to 11 was chosen because "it has a nice ring to it". Every Sunday will also feature a live band. A stage was built on the East wall of the bar and bands can leave the sound equipment at home, because the whole bar is wired with a sound system.

The food menu has not been decided yet, but will feature many of the goodies you will find at other Brewery Pubs. And down the road they hope to offer a variety of smoked products as well.

The opening date is very fuzzy. The owners feel that the bar is creating so much buzz, that an advertised "Grand Opening" would fill the 100 seats available and they would have to turn people away. Chris already had to do this once when KMUN hosted a Reggae Party at the unfinished Brewery a few weeks ago and doesn't want to turn people away ever again.

So in Chris's words "we will be open sometime during the week of the 12th…..when we sneak over and turn the open sign on".

I'd say this looks to be one of the ever increasing success stories in the revitalization of Downtown Astoria.

The Economics

The penny just costs too much to make. At the present time it's up to 1.4 cents to make each one.

Pennies are made from 97% zinc and a small amount of copper. Prices of these 2 metals have gone up over the last few years and now we spend $100 million to make 7 billion pennies every year. Plus when you mix this with the amount of time it takes for customers and employees to deal with it, it's just not worth it.

Who banned it and who wants to?

Australia banned the Penny in 1992) and they seem to be getting along fine. They still have prices in cents, but you round up or down. If you have cash in hand they round the number to 5 cent denominations by law.

$9.97 turns into $9.95 and $9.98 turns into $10.

The last time the U.S. dis-continued a coin, the half-cent, because of it's low value, was in 1857. A half cent of 1857 would be worth 8 cents today.

Bills have been brought up in Congress, but always by Jim Kolbe from Arizona and he has zero (no co-sponsors) support. Most view the Legal Tender Modernization Act as a "bring home the bacon" move because his State is the biggest copper producer in the U.S. And since the Nickel is made mostly from copper, a penny ban would call for more nickels to be made.

Each Nickel costs 2.5-3 cents to make because of the large amounts of copper needed. A penny ban would cause the Nickel to be "The new Penny". Switching to Zinc would save a good chunk of change .... (puns) for the U.S. Mint. And since we know it costs near 1.4 cents to make a coin out of Zinc, it would save a few more million per year. Possibly more if the price of copper keeps rising at the same pace.

Sure these moves would only save a fraction of a cent per U.S. Taxpayer and a few seconds of time per day, but why not?
