"This is not a perfect agreement, the 2 % target will not be
met, and the agreement has to be develloped further. In an Annex 1 countries will express national targets, also
countries that did not want to present targets did so.
Barraoso: this accord is better than no accord. We have
analyzed
- the non binding nature of the agreement – our
ambition has not been matched, no legally binding character. But it is on the
other hand a progress that we could present pledges by the most states,
developed and not develloped countries.

The fight for a binding agreement goes on, we
need many more steps.

We kept our comittment to support the
develloping countries in Africa, the poorest and most vulnerable.

The level of ambition is not what we have been
hoping for. We have been fighting not to go backwards. 50 % of the
emissions come from not developed countries – we could not solve that problem. There
is not yet an answer to the 2-degree.
We will keep our offer of 30 % emission reduction for the next round.
