this is the first talk of US defense bills i've seen in the news for a lonnnggg time; note its not a defense cut, only a reassignment of tax dollars from one program to another. BTW, there's where all the money goes. A 5% cut in defense budget would pay for a national health program (ways and means, 2008). meanwhile the "defense" (offense) budget grows by billions every year, whichever party is in charge.

Senate sides with Obama, removes F-22 money

WASHINGTON – The Senate voted Tuesday to halt production of the Air Force's missile-eluding F-22 Raptor fighter jets in a high-stakes showdown over President Barack Obama's efforts to shift defense spending to a new generation of smaller F-35 Joint Strike Fighters.
The 58-40 vote reflected an all-out lobbying campaign by the administration, which had to overcome resistance from lawmakers confronted with the potential losses of defense-related jobs if the F-22 program was terminated.
"The president really needed to win this vote," Senate Armed Services Committee Chairman Carl Levin, D-Mich., said. Levin said it was important not only on the merits of the planes but "in terms of changing the way we do business in Washington."
The top Republican on the committee, John McCain of Arizona, agreed that it was "a signal that we are not going to continue to build weapons systems with cost overruns which outlive their requirements for defending this nation."
Supporters of the program cited both the importance of the F-22 to U.S. security interests — pointing out that China and Russia are developing planes that can compete with it — and a need to protect aerospace jobs in a bad economy.
Defense Secretary Robert Gates and other Pentagon officials have determined that production of the F-22, which has not been used in Iraq and Afghanistan, should be stopped at 187 planes in order to focus on the F-35, which would also be available to the Navy and Marine Corps.
Sen. Orrin Hatch, R-Utah, countered that the F-35 is designed to supplement, not replace, the F-22, "the "NASCAR racer of this air dominance team." Supporters of the F-22 have put the number needed at anywhere from 250 to 380.
The defense bill has funds to build 30 F-35s. The plane is currently being produced in small numbers for testing purposes. The single-engine plane will eventually replace the venerable F-16 and the Air Force's aging fleet of A-10s. Its primary purpose is to attack targets on the ground.
The twin-engine F-22 Raptor is a jet the Air Force would use for air-to-air combat missions.
McCain said the voting margin of victory was "directly attributable" to Obama, his opponent in the last presidential election, and Gates, who has pushed for termination of the F-22 and other weapons systems he says have outlived their usefulness.
The vote removed $1.75 billion set aside in a $680 billion defense policy bill to build seven more F-22 Raptors, adding to the 187 stealth technology fighters already built or being built.
The Senate action also saved Obama from what could have been a political embarrassment. He had urged the Senate to strip out the money and threatened what would have been the first veto of his presidency if the F-22 money remained.
Immediately after the vote, Obama told reporters at the White House the Senate's decision would "better protect our troops."
White House officials said Vice President Joe Biden and chief of staff Rahm Emanuel lobbied senators, as did Gates.
Pentagon spokesman Geoff Morrell said Tuesday that spending on the stealth fighter would "inhibit our ability to buy things we do need," including Gates' proposal to add 22,000 soldiers to the Army.
"I've never seen the White House lobby like they've lobbied on this issue," said Republican Sen. Saxby Chambliss of Georgia, an F-22 supporter whose state would be hit hard by a production shutdown.
According to Lockheed Martin Corp., the main contractor for both planes, 25,000 people are directly employed in building the F-22, and an additional 70,000 have indirect links, particularly in Georgia, Texas and California.
Sen. Christopher Dodd, D-Conn., a strong backer of the program, said his state stood to lose 2,000 to 4,000 jobs if F-22 production ended.
Levin suggested that some workers might be shifted to F-35 production. "We have to find places for people who are losing their jobs," he said.
The House last month approved its version of the defense bill with a $369 million down payment for 12 additional F-22 fighters. The House Appropriations Committee last week endorsed that spending in drawing up its Pentagon budget for next year. It also approved $534 million for an alternate engine for the F-35 Joint Strike Fighter, another program that Obama, backed by the Pentagon, says is unwarranted and would subject the entire bill to a veto.
The defense bill authorizes $550 billion for defense programs and $130 billion for military operations in Iraq and Afghanistan and for other anti-terrorist operations.

"The reason why all these narratives are so similar, with a godman who is crucified and resurrected, who does miracles and has 12 disciples, is that these stories were based on the movements of the sun through the heavens, an astrotheological development that can be found throughout the planet because the sun and the 12 zodiac signs can be observed around the globe. “Well done, AQX8-1.” Said the monotone, obviously synthetic voice. “Proceed to next level…”

I was frickin’ pissed! “Look here you bastards!” I shouted back in my best tough-guy Chicago say-so, “I’m not a toy for your amusement!”
AQX8-1. That’s what they called me. To me I was still Ilian G. Baxter; private dick extraordinaire. Who knew how long I’d be able to hold on to this shred of my so-called former identity. Maybe they did, I didn’t care anymore. I ambled down the wide, glowing walled stone passage.
Since I had picked the lock to the citadel, these bastards had been egging me on. Maybe they knew something I didn’t.
That’s when the smell hit me. I hadn’t smelled anything like that since I was in Korea. I could barely make out what looked like a Christmas tree up ahead…something wasn’t right here.
If only I had been content to piss my life away at the camp with the rest of them Earth abductees, but I wasn’t. I was going to find out what was going on here…even if I had to die in the process.
The creature I’d mistaken for a fir tree had moved surprisingly fast, considering I found out later it was a complex symbiotic union of alien viruses, fungi, bacteria, and algae, all set to motion by some slug-like core. The locals called it a Veggie-troll…I called it a giant shit-ball. As it shambled closer, a trail of grease marked its progress. It had sensed me, and a shrill scream began from one of its frontal cavities, and quickly other blowholes chimed in! Spew oozed from its orifices all over it body. I started to back pedal away from it. It was still a good 25 feet away when a funky juice erupted all over me from a tubular appendage at the top of its, I-don’t-know what…the top! One whiff of this shit, and I’d figured it was probably some sort of enzyme fluids. It’d clearly seen me as lunch, and I didn’t wait for an invitation!
I still had that roll of Mercury dimes from the bank in my pocket, and I reached in and clenched it tightly in my hand and put my dukes up. With my bad knee, there was no running from a fight, even when I should. The Veggie-troll covered the final distance between us, and my right fist slammed into its lead head/ nodule! I might as well have punched a spinach soufflé. Greenish-brown foam sprayed from the back of the creature’s head node all over the passage beyond, and I was up to my elbow in the thing’s writhing flesh. The way that goo had closed around my arm, I knew it meant to keep me! I went crazy, pulling with all my might while consciously trying not to get another limb sucked into the thing. Its stench was a nauseating combination of feces, rotten flesh, and stagnant pool water, and it moved closer to embrace me in its reeking death! Finally with a strength born of desperation, my tugging paid off. With a yell, a wrenching twist, and a disgusting sucking sound, my arm had slid free. I sprawled across the stone floor, my roll of dimes lost somewhere up in that things face; if you could call it that.
The creature hadn’t wasted any time. A branch-like arm grew rapidly from its body, followed by another, and than more! They were sprouting towards me, and the thing began its ambling, determined progression again.
I managed to stand-up, and began backpedaling away from the thing! Somehow one of those branches got around behind me, and I stumbled over it like the root of a great oak back on Earth; it quickly coiled around my ankle while a second and third constricted my left arm: I was toast!
It shuddered suddenly to a stop still eight feet away, paused, and then began shaking like a wet dog! Its grip relaxed, and I felt blood returning to my extremities. I laid there and watched its strange dance, its pallor turning a ghastly pink and then fading to white. it almost looked like an undersea anemone in the midst of some great eddying tide…my coins began flying out of the thing, ringing loudly and ricocheting off the walls like twenty-two rounds!
Its gyrations slowly ground to halt, and the thing just withered away into a pile of dry mulch; I sat stunned, staring at where the veggie-troll had been. It was gone! I stood up and checked myself, I was still soaked in the excretion. I walked over to the pile and kicked it around a bit, a few glimmering coins remained.
“Allergic to silver, huh?” I mumbled to myself, I was still dusting off the remains of that thing…

What sticking a knife in a wall socket feels like all over: a burst of agony!
“Wake up AQX81 …”
“Where am I?”
Why can’t I open my eyes, I can’t move?
“You’re in laboratory AQX81: Etern8ty.
I’m on my Back. Everything is blurry; light, intense, intense piercing light and a blurry, dark form looming over me.

“I can’t. What’s begun must be finished. You’re always like this when I bring you out of your, ahem, dreams.”
“Then get this over with! I don’t want to be experiencing this! I can feel you inside me!”
“You are the vessel I am the content. Less just say we’ve been, ahem, best of friends forever. And in answer to your request, I’m doing it.”
“How long will it take?”
“Forever. Sorry I awoke you early, but you have a new, ahem, dream, AQX81. One you requested before, and one I think you’ll enjoy. It came early.”
“What are you talking about?”
A sound like hissing snakes is seemingly growing around me.
“Take your time, remember. I arouse you from your dream occasionally to talk with you, and you can place your order.”

Hmmmm, where’s my next victim? I spy him across the room of the art school dropout party. I know him: artist type, nerdy; hanging round chatting up boys, I suppose. Usual abuse-born van dyke facial hair and typical douche bag tats for his generation; mostly self-absorbed losers. Averted eyes, averted minds. Maybe it’s the eyeliner. Quick glances are all he can muster. I’ve got him in my periphery as I stroll on up.
“You got a light?” I ask without looking at him. He pats his pockets, pulls a lighter out of the left one and hands it to me, trying extra hard not to seem super gay. I slowly puff my smoke to life, and mumble with the grit still in my mouth, “What’s up for you?” I pause and look at him with signature mock-sincerity.
“Oh, man,” here he goes, “You’ve got to check my new exhibit downtown. I think its my best shit yet. If you remember (blah-blah-blah) …”
His lighter goes in my pocket. He’s still talking, but I’m barely listening. Got your lighter.
“(blah-blah-blah)...Characters of Jane.”
“What?”
"Characters of Jane, that’s what I call my new exhibit. They’re all machete dolls of the character Jane from the Tarazan books. I made them out of the torn pages of Edgar Rice Burroughs novels. Then I take pictures of the chimps holding each one…..(blah-blah-blah)”

Quick-thinking pizza man leads cops to rape victim

GATLINBURG, Tenn. – Chris Turner normally wouldn't drive into the remote Tennessee mountains just to deliver a pizza. The one time he did, he came upon a scene that drained the color from his face and made him "numb from head to toe" — a woman with her hands tied, silently begging him to call 911.
It was no joke, and Turner, 32, rushed to a nearby house and made the call. Police say the woman was jogging in her Atlanta neighborhood when she was whisked away by a man who frequented her business. Authorities say he drove her off, raped her and held her captive inside a cabin. The 24-year-old woman was rescued by Sevier County deputies on Tuesday evening because of Turner's quick thinking.
Turner told The Associated Press on Friday that he noticed the woman pop up from a couch while the suspect signed the credit card slip.
"While I was standing in the door all you could see was the back of the couch," Turner said. "And then she popped over the back of the couch and showed me that her hands were bound. And she was just mouthing, 'Please call 911.'"
Turner at first thought it was a joke.
"When I realized what was going on, I went numb from head to toe and turned pale white," he said.
Turner tried to look calm. "Have a nice day. Enjoy your food," he told the suspect, who tipped him $5 on a $37.69 bill. Then he rushed back to his van, where his wife, Nease, was waiting behind the wheel.
"Go, go, go!" he told her.
The cabin location was out of cell phone range. So they drove to a nearby house and called police. They waited to make sure the suspect didn't flee. Then Turner stayed to see the man arrested and the victim taken away in an ambulance. "I wanted to make sure she was OK," he said.
The woman told authorities she was jogging near her home about 11:50 a.m. Tuesday when a frequent customer at a restaurant and bar owned by the woman and her husband asked her to see his new car. She got into the vehicle, which turned out to be a rental, and was immediately tied up.
She told police the suspect drove her more than 200 miles to the cabin in Tennessee and raped her. The Associated Press does not identify alleged sexual assault victims.
Police arrested David J. Jansen, 46, of Snellville, Ga., without a struggle on charges of aggravated kidnapping and rape, Sheriff Ron Seals said in a statement. He was released on $800,000 bond late Thursday. His attorney, Donald Bosch of Knoxville, had no comment Friday.
Capt. Jeff McCarter refused to discuss the case Friday. But he earlier told The Mountain Press newspaper that officials believe the woman was in imminent danger.
The victim and her husband visited Turner at Capelli's Pizza and Subs in Gatlinburg before heading home Wednesday. "She was just thanking me ... for trusting her," Turner said. "She said he was going to kill her ... after he got done with her."
Turner's boss, John Henry, said the cabin was about 30 miles from his pizza shop.
"We usually don't go out that far," he said. "But he said, 'Yeah, I will take it.' It was just luck. For her, it was."

Swine Flu May Be Human Error; WHO Investigates Claim (Update1)

May 13 (Bloomberg) -- The World Health Organization is investigating a claim by an Australian researcher that the swine flu virus circling the globe may have been created as a result of human error.

Adrian Gibbs, 75, who collaborated on research that led to the development of Roche Holding AG’s Tamiflu drug, said in an interview that he intends to publish a report suggesting the new strain may have accidentally evolved in eggs scientists use to grow viruses and drugmakers use to make vaccines. Gibbs said he came to his conclusion as part of an effort to trace the virus’s origins by analyzing its genetic blueprint.

“One of the simplest explanations is that it’s a laboratory escape,” Gibbs said in an interview with Bloomberg Television today. “But there are lots of others.”

The World Health Organization received the study last weekend and is reviewing it, Keiji Fukuda, the agency’s assistant director-general of health security and environment, said in an interview May 11. Gibbs, who has studied germ evolution for four decades, is one of the first scientists to analyze the genetic makeup of the virus that was identified three weeks ago in Mexico and threatens to touch off the first flu pandemic since 1968.

A virus that resulted from lab experimentation or vaccine production may indicate a greater need for security, Fukuda said. By pinpointing the source of the virus, scientists also may better understand the microbe’s potential for spreading and causing illness, Gibbs said.

Possible Mistake

“The sooner we get to grips with where it’s come from, the safer things might become,” Gibbs said by phone from Canberra yesterday. “It could be a mistake” that occurred at a vaccine production facility or the virus could have jumped from a pig to another mammal or a bird before reaching humans, he said.

Gibbs and two colleagues analyzed the publicly available sequences of hundreds of amino acids coded by each of the flu virus’s eight genes. He said he aims to submit his three-page paper today for publication in a medical journal.

“You really want a very sober assessment” of the science behind the claim, Fukuda said May 11 at the WHO’s Geneva headquarters.

The U.S. Centers for Disease Control and Prevention in Atlanta has received the report and has decided there is no evidence to support Gibbs’s conclusion, said Nancy Cox, director of the agency’s influenza division. She said since researchers don’t have samples of swine flu viruses from South America and Africa, where the new strain may have evolved, those regions can’t be ruled out as natural sources for the new flu.

No Evidence

“We are interested in the origins of this new influenza virus,” Cox said. “But contrary to what the author has found, when we do the comparisons that are most relevant, there is no evidence that this virus was derived by passage in eggs.”

The WHO’s collaborative influenza research centers, which includes the CDC, and sites in Memphis, Melbourne, London and Tokyo, were asked by the international health agency to review the study over the weekend, Fukuda said. The request was extended to scientists at the Food and Agriculture Organization in Rome, the World Organization for Animal Health in Paris, as well as the WHO’s influenza network, he said.

“My guess is that the picture should be a lot clearer over the next few days,” Fukuda said. “We have asked a lot of people to look at this.”

Virus Expert

Gibbs wrote or co-authored more than 250 scientific publications on viruses during his 39-year career at the Australian National University in Canberra, according to biographical information on the university’s Web site.

Swine flu has infected 5,251 people in 30 countries so far, killing 61, according to WHO data. Scientists are trying to determine whether the virus will mutate and become more deadly if it spreads to the Southern Hemisphere and back. Flu pandemics occur when a strain of the disease to which few people have immunity evolves and spreads.

Gibbs said his analysis supports research by scientists including Richard Webby, a virologist at St. Jude Children’s Research Hospital in Memphis, who found the new strain is the product of two distinct lineages of influenza that have circulated among swine in North America and Europe for more than a decade.

In addition, Gibbs said his research found the rate of genetic mutation in the new virus was about three times faster than that of the most closely related viruses found in pigs, suggesting it evolved outside of swine.

Gene Evolution

“Whatever speeded up the evolution of these genes happened at least seven or eight years ago, so one wonders, why hasn’t it been found?” Gibbs said today.

Some scientists have speculated that the 1977 Russian flu, the most recent global outbreak, began when a virus escaped from a laboratory.

Identifying the source of new flu viruses is difficult without finding the exact strain in an animal or bird “reservoir,” said Jennifer McKimm-Breschkin, a virologist at the Commonwealth Science and Industrial Research Organization in Melbourne.

“If you can’t find an exact match, the best you can do is compare sequences,” she said. “Similarities may give an indication of a possible source, but this remains theoretical.”

The World Organization for Animal Health, which represents chief veterinary officers from 174 countries, received the Gibbs paper and is working with the WHO on an assessment, said Maria Zampaglione, a spokeswoman.

Genetic Patterns

The WHO wants to know whether any evidence that the virus may have been developed in a laboratory can be corroborated and whether there are other explanations for its particular genetic patterns, according to Fukuda.

“These things have to be dealt with straight on,” he said. “If someone makes a hypothesis, then you test it and you let scientific process take its course.”

Gibbs said he has no evidence that the swine-derived virus was a deliberate, man-made product.

“I don’t think it could be a malignant thing,” he said. “It’s much more likely that some random thing has put these two viruses together.”

Gibbs, who spent most of his academic career studying plant viruses, said his major contribution to the study of influenza occurred in 1975, while collaborating with scientists Graeme Laver and Robert Webster in research that led to the development of the anti-flu medicines Tamiflu and Relenza, made by GlaxoSmithKline Plc.

“We were out on one of the Barrier Reef islands, off Australia, catching birds for the flu in them, and I happened to be the guy who caught the best,” Gibbs said. The bird he got “yielded the poo from which was isolated the influenza isolate strain from which all the work on Tamiflu and Relenza started.”

Gibbs, who says he studies the evolution of flu viruses as a “retirement hobby,” expects his research to be challenged by other scientists.

“This is how science progresses,” he said. “Somebody comes up with a wild idea, and then they all pounce on it and kick you to death, and then you start off on another silly idea.”

   There
is a great teacher, a Japanese fellow very high in the Aikido world;
his name escapes me just now. I don't know if he's alive still, but
this guy said something really great. It basically translates: before
you can have real martial arts (budo), you have to have something worth
sacrificing for or fighting for. I always took it to mean a peaceful
village or a special forest that needed heroic protecting. Yes, you
have to have something worth protecting is what I think he said, and it
does mean that, just like the movie you saw or the story a teacher
might tell.
    I was on a bus ride from San Francisco coming home
from an Aikido seminar; the guy sitting next to me is making chain
mail. I always meet the coolest people! And here's me, 19 and with
bokken and jo and gi hanging out of my backpack, when we stop in Sac
and on get this couple, guy and a girl, carrying jos too! Weird. And of
course we're all talking and the guy says all mysteriously and with the
utmost sincerity, "It's just like Kung Fu, the David Carradine
series…you can just wander the Earth and right wrongs and do martial
arts…"
    Hey, they were serious, and they seemed to be living it.
One of them says that they adhere to a Ueshiba based staff/walking
group, founded by O Sensei. He went on to tell me it was an awareness
and posture based way to walk with Aiki stance while making pilgrimages
and so on. Sound familiar? I've never before or since heard of such a
thing, it's just what they said.
    Back to that saying, "Before you can have real Budo, you must have something worth protecting."
   
I've applied it now to Self-defense and the individual. Now it means:
before you can effectively defend yourself, you must be a person worth
protecting. It's so many levels, what he said. Your mind and body will
fail you if you act out of a place of imbalance. If you are a messed up
person you will self-destruct. Watch, it's happening all around you.
The terminal character flaw, I call it. If you don't know what it is,
it's killing you. It's like having a "tell" at a card game, you see?
You will f- up. Every knee will bow, and the arrogant is the sickest of
all. Talk to a Kineseologist; they'll tell you how the split second
before a knee injury occurs the nerves misfire and the muscle
reflexively shuts off and causes the injury…what? The mind caused the
injury? That's right.I don't care if you're the best pit-fighting,
chew-on-rusty-nails m-thr f-r in the world; when that tiny, juice box
straw-sized artery in your heart chokes off you're fighting yourself.
That's how G-d fights. That's why martial arts cannot be about
fighting; it must be about defending something.
    Sensei Barrish said, "Aikido is ju-jitsu with Shinto, without Shinto it's not Aikido as the founder Kaiso (
O Sensei) envisioned…"
