How to Actually End the Income Tax

Imagine for a moment America without an income tax. No more tedious record keeping of all our expenses. No more April 15th deadlines. No more insufferable complexity and exasperating forms. No more intrusive IRS agents. It would no longer be government's business how much money we earn and what we do with it.

The liberal establishment naturally rises up in unison to protest such a goal, declaring those espousing the abolition of the income tax to be "right-wing extremists" and "troglodytes who wish to go back to the 19th century."

Unfortunately far too many conservatives allow themselves to be intimidated by such attacks. Because of their fear of being considered "anti-establishment," the political right puts forth nothing but insipid pseudo-reforms (such as the Forbes-Armey flat tax). Moreover congressional conservatives continue to give credence to our monster tax system by bowing and scraping in front of the IRS.

The Naivety of IRS "Reform"

Republicans have always been sensitive to the people's growing unrest over the IRS, but invariably they approach the issue in a naive and superficial manner. They actually talk about reforming this agency.

"Yes, the IRS is known to get out of control," GOP legislators exclaim in tones of appropriate urgency. "But we intend to rein in IRS abuse." Sure. Like a coterie of schoolgirls will rein in mafia lords stomping through its neighborhood. Like massage therapy will rein in cancer.

Republicans are living in a dream world if they think they are going to "reform" the IRS in any meaningful way. The nature of the IRS and its role dictate that it will always be what it is. It must be intrusive, tyrannical, and ruthless in order to perform its job of feeding the tax devouring Gargantua that the Federal Government has become.

The answer to this tyrannical mess is clear: Forget about "reining in" the IRS and eliminate this Orwellian agency! But to do so, we must eliminate the income tax itself.

How to Actually End the Income Tax and the IRS

The tax protest uprisings in America today are very encouraging. They are passionate and on the right track philosophically, but unfortunately they stop short of any coherent strategy to actually implement the abolition of the income tax.

How to bring about implementation is the all-important issue. In this writer's view the only way to eliminate the income tax is to reduce government spending to a low enough level so that it can be funded by tax rates in the neighborhood of 7%. At this level, a national sales tax could then be substituted for the income tax and collected by the state sales tax agencies. The IRS could then be disbanded because under a national sales tax, the state sales tax agencies (already in place) can collect all tax payments and forward them to Washington.

A national sales tax is not salable at this time because it requires a 15%-23% rate at today's government spending level. So spending needs to be reduced dramatically first. The American people would readily vote for a 7% national sales tax, but they will continue to balk at a 15%-23% national sales tax. It's just psychologically too much to overcome.

How to bring about the necessary reduction in spending then is our task. It can be done, but only if we are willing to think outside the box. The way to do this is to end "progressive tax rates" by enacting an equal-rate income tax where everyone has to contribute proportionally to the cost of government, which means no exemptions for anyone. In other words, no one is to get special privileges. All citizens must contribute to the system rather than leeching from the system.

This way everyone (no matter how small their contribution) has a stake in being a responsible citizen and voting for the common good instead of trying to get something for nothing by taking money from his neighbor.

This does not mean a Forbes-Armey style flat tax. Their tax plan does not end exemptions, it increases them, which will increase the desire for government spending among the people. An equal-rate tax with no exemptions is the only way to stop the growth of government. It could be done at a 10% rate that would be revenue neutral in three years, if accompanied by appropriate sunset legislation for those fringe welfare programs that are excessive and totally unnecessary ($580 billion worth as of 2007).

The beginning 10% rate would not be a burden on the low income earners either. Space prohibits a discussion and validation of this, but the organization I head up in Dallas, Texas, Americans for a Free Republic, has formulated a plan for a 10% equal-rate tax assessed on all citizens that will NOT burden low income earners in any way. This would dramatically reverse the culture of spending in Washington and begin a steady reduction of government because no one would vote for all the egregious spending programs if they had to pay for them out of their own pockets. Every state in the Union would begin sending Ron Pauls to Congress instead of Chuck Schumers with demands to reduce spending in big ways, for this would be the only way they could get their 10% tax reduced.

Such an equal-rate tax would quickly bring about a reduction of government, and as a result the 10% rate could be lowered accordingly. We could have an equal-rate tax of 5%-7% within a decade because no one would continue to vote for all the pork and privileges if they had to pay for them out of their own pockets.

Four Step Plan for Tax Freedom

Radical tax reform is the great unifying cause that can break the stranglehold collectivism has over our country's politics. Conservatives, libertarians, and independents need to unify behind a workable plan to implement this goal. Here are four steps that could bring it about:

1) We must truly end progressive rates by enacting a 10% equal-rate tax with no exemptions for anyone. Progressive rates are unconstitutional, illegal, dictatorial, and have no place in America. We are supposed to be a nation based upon "equal rights under the law." This is why the Founders put the uniformity clause for taxation in the Constitution (Article I, Section 8). Equal rights necessitate equal rates. This is justice. The statists are highly vulnerable on this issue. We should be pressing it in elections, in the streets, in the courts, everywhere that humans gather for meaningful discussion.

2) This one reform would revolutionize the political paradigm, for it would allow us to dramatically reduce government spending to a level that could very shortly be funded with 5%-7% rates.

3) This would allow us to replace the income tax with a small national sales tax.

4) This would then allow us to abolish the IRS because the state sales tax agencies could collect all payments and forward the money to Washington.

Voila! No more income tax, and no more IRS. A constitutional amendment could then be passed prohibiting the Federal Government from taxing the incomes of the American people in any way whatsoever. And most importantly, the growth of the federal Leviathan would be stopped.

The ratcheting down of the rates, of course, would not have to stop. The people would still be highly motivated to keep lowering rates. Since the equal-rate tax is to be paid by everyone, voters could conceivably vote rates down to 2%-3%. They could even replace such a small 2% sales tax with excise taxes and tariffs as the Founders used. The Republic would be reborn. Small, limited government would once again prevail.

Bold, Innovative Leadership Needed

The times we live in call for bold, innovative leadership, not business as usual. Our present tax reformers in Washington are putting forth nothing but dreadful plans. America needs a Patrick Henry and a Samuel Adams to come forth. She needs clarity and a principled stand, not the pusillanimous ambiguity that oozes today from wishy-washy Republicans.

The income tax and the IRS have no place in America. To truly abolish them, however, we must adopt a coherent plan that is both just and capable of reducing government. The place to begin is with the repudiation of "progressive tax rates" and the restoration of "equal rights under the law." The American people would then vote the income tax and the IRS out of existence.

As I have previously pointed out, Paul Krugman is calling for the U.S. and Europe to spend an amount equal to 4% of their gross domestic products on the financial crisis...



Today, Bloomberg notes:
The U.S. government and the Federal Reserve have spent, lent or committed $12.8 trillion, an amount that approaches the value of everything produced in the country last year, to stem the longest recession since the 1930s.

In other words, instead of spending 4% of GDP, the U.S. is committing to spending close to 100%. This dwarfs spending during the New Deal:

For those who argue that much of the trillions being spent today is in the form of loans and guarantees, I would argue that taxpayers will never see most of this money ever again. It is spent, and gone. Indeed, most of the financial giants which the loans were made to are insolvent and will be out of business in a couple of years.

Obama's Attack on the Middle Class

Obama and his public relations team have made it appear that his trillion dollars in higher taxes will fall only on "the rich." Obama stresses that his tax increase is only for the richest 5 percent of Americans while the other 95 percent receive a tax cut.

The fact of the matter is that the income differences within the top 5% are far wider than the differences between the lower tax brackets and the "rich" American in the 96th percentile.

For Obama, being "rich" begins with $250,000 in annual income, the bottom rung of the top 5 percent. Compare this "rich" income to that of, for example, Hank Paulson, President George W. Bush’s Treasury Secretary when he was the head of Goldman Sachs.

In 2005 Paulson was paid $38.3 million in salary, stock and options. That is 153 times the annual income of the "rich" $250,000 person.

Despite his massive income, Paulson himself was not among the super rich of that year, when a dozen hedge fund operators made $1,000 million. The hedge fund honchos incomes were 26 times greater than Paulson’s and 4,000 times greater than the "rich" man’s or family’s $250,000.

For most Americans, a $250,000 income would be a godsend, but envy can make us blind. A $250,000 income is not one that will support a rich lifestyle. Moreover, many people prefer lesser incomes to the years of education, long work hours and stress of personal liability that are associated with many $250,000 incomes. In truth, those with $250,000 gross incomes have more in common with those at the lower end of the income distribution than with the rich. A $250,000 income is ten times greater than a $25,000 income, not hundreds or thousands of times greater. On an after-tax basis, the difference shrinks to about 6 times.

The American tax code taxes the $250,000 income at the same rate as it taxes a $100,000,000 or higher income. On an after tax basis, after the federal government grabs 30% in income taxes and state government grabs 6%, the "rich" man or woman or family earning $250,000 has $160,000. In New York City, where there is a city income tax in addition to state and federal, this sum diminishes further. State sales taxes take another 6 or more percent of most consumption expenditures.

When all is said and done, the after-tax value of a $250,000 income in New York City is about $140,000.

Is this rich? It might be in a small town in Alabama, but not in New York City. The "rich" person or family won’t be purchasing a Manhattan apartment, much less a brownstone. They won’t be driving a luxury car. Indeed, they won’t be able to afford a parking garage for an economy car. If they fly anywhere, it won’t be in a first class seat.

For the most part, $250,000 incomes are located in large cities where the cost of living is high. For example, a husband and wife who are associates at major law firms, each of whom works 60-hour weeks and has no job security, earn $125,000 each. They might both have student loans to pay down. For the Obama administration to lump these people in with Hank Paulson or billionaire hedge fund operators is propagandistic.

What is the difference between the $250,000 "rich" income and the $245,000 "non-rich" income? After Obama’s tax scheme goes into effect, the $245,000 income will benefit from a tax cut, and the $250,000 will have a tax increase. Will people in the 96th percentile ask for pay cuts that will drop them into the 95th percentile?

In America, the truly rich are those in the top 0.5% of the income distribution. These are the people with yachts, private airplanes, and who are still rich after they lose half their wealth in a stock market collapse caused by government policy that accommodated financial gangsters.

"Oh well, I was worth $600,000,000 last year and only $300,000,000 this year. Perhaps we should stop drinking $1,000 bottles of rare vintages and move down to $100 a bottle wines. Probably shouldn’t buy that new yacht or that villa in the south of France."

The upper middle class with $250,000 gross incomes are major losers of the financial collapse. Many of the people in this income class are leveraged to the hilt in order to maintain appearances and can be swept away as easily as the very poor. But those who were frugal and invested for their future have lost 50% of their savings. These wiped out people are the ones who will bear the brunt of Obama’s tax increase.

If the tax rate on a multi-million dollar annual income goes up by 5 percentage points, the cutbacks won’t really affect the lifestyle. But for the $250,000 gross income group, it means no prospect of private schools and Ivy League education for the children, who will be attending state colleges with the rest of the non-rich.

Obama is attacking the only income class that has any independence – the upper middle class professionals. The real rich are few in number and seldom present any opposition to government. Recently, the New York Times reported (March 23, 2009) that the 400 richest Americans’ "share of the nation’s total wealth has nearly doubled to more than 22 percent." The average income of the 400 richest Americans is $263 million annually. That is 1,052 times the income of the "rich" $250,000 income.

What the Obama administration is really doing is taxing ordinary people in order to bail out the super rich. The 95% of Americans who get the tax cut will find that it is offset many times by the depreciation in the dollar and the raging inflation that will result from monetizing the multi-trillion dollar budget deficits made necessary by the bailouts of the banksters.

In the United States, government has become expert at manipulating both left-wing and right-wing ideologies. It keeps those on both ends of the spectrum set at each other’s throats in order to ensure the government’s continuing independence from accountability.

Historically, the definition of a free person is a person who owns his own labor. Serfs were not free, because they owed their feudal lords, the government of that time, a maximum of one-third of their labor. Nineteenth century slaves were not free, because their owners could expropriate 50% of their labor.

Today, no American is a free person. The lowest tax rate, not counting state income, property tax and sales tax, is 15% Social Security tax and 15% federal income tax. The "free American" starts off with a 30% tax rate, the position of a medieval serf.

In medieval Europe, when tax rates reached beyond 30%, serfs rebelled and killed their masters.

Imagine for a moment that somewhere in the middle of Texas there was a large foreign military base, say Chinese or Russian.  Imagine that thousands of armed foreign troops were constantly patrolling American streets in military vehicles.  Imagine they were here under the auspices of “keeping us safe” or “promoting democracy” or “protecting their strategic interests.” ....

Imagine that they operated outside of US law, and that the Constitution did not apply to them.  Imagine that every now and then they made mistakes or acted on bad information and accidentally killed or terrorized innocent Americans, including women and children, most of the time with little to no repercussions or consequences.  Imagine that they set up check points on our soil and routinely searched and ransacked entire neighborhoods of homes.  Imagine if Americans were fearful of these foreign troops, and overwhelmingly thought America would be better off without their presence.  ....

Imagine if some Americans were so angry about them being in Texas that they actually joined together to fight them off, in defense of our soil and sovereignty, because leadership in government refused or were unable to do so.  Imagine that those Americans were labeled terrorists or insurgents for their defensive actions, and routinely killed, or captured and tortured by the foreign troops on our land.  Imagine that the occupiers’ attitude was that if they just killed enough Americans, the resistance would stop, but instead, for every American killed, ten more would take up arms against them, resulting in perpetual bloodshed.  Imagine if most of the citizens of the foreign land also wanted these troops to return home.  Imagine if they elected a leader who promised to bring them home and put an end to this horror.....

Imagine if that leader changed his mind once he took office.....

The reality is that our military presence on foreign soil is as offensive to the people that live there as armed Chinese troops would be if they were stationed in Texas.  We would not stand for it here, but we have had a globe straddling empire and a very intrusive foreign policy for decades that incites a lot of hatred and resentment towards us.   ....

According to our own CIA, our meddling in the Middle East was the prime motivation for the horrific attacks on 9/11.   But instead of re-evaluating our foreign policy, we have simply escalated it.  We had a right to go after those responsible for 9/11, to be sure, but why do so many Americans feel as if we have a right to a military presence in some 160 countries when we wouldn’t stand for even one foreign base on our soil, for any reason?  These are not embassies, mind you, these are military installations.  The new administration is not materially changing anything about this.  Shuffling troops around and playing with semantics does not accomplish the goals of the American people, who simply want our men and women to come home.  50,000 troops left behind in Iraq is not conducive to peace any more than 50,000 Russian soldiers would be in the United States.  .... Shutting down military bases and ceasing to deal with other nations with threats and violence is not isolationism.  It is the opposite.  Opening ourselves up to friendship, honest trade and diplomacy is the foreign policy of peace and prosperity.  It is the only foreign policy that will not bankrupt us in short order, as our current actions most definitely will.  I share the disappointment of the American people in the foreign policy rhetoric coming from the administration.  The sad thing is, our foreign policy WILL change eventually, as Rome’s did, when all budgetary and monetary tricks to fund it are exhausted.

Bernanke says U.S. may need to "EXPAND" bank rescue

Federal Reserve Chairman Ben S. Bernanke said policy makers may need to expand aid to the banking system beyond the $700 billion already approved and take other aggressive measures even at the cost of soaring fiscal deficits. "Without a reasonable degree of financial stability, a sustainable recovery will not occur," the Fed chairman said today in testimony prepared for the Senate Budget Committee. "Although progress has been made on the financial front since last fall, more needs to be done." Bernanke's comments suggest he sees a role for bigger federal outlays as the Obama administration seeks congressional approval for a budget of $3.55 trillion for the fiscal year beginning in October. President Barack Obama has already signed into a law a $787 billion economic stimulus package of tax cuts and government spending. Obama's first budget seeks standby authority for as much as $750 billion in new aid to the financial industry. Whether those funds will be needed "depends on the results of the current supervisory assessment of banks" and the evolution of the economy, Bernanke said. Bernanke said policy makers would have "preferred to avoid" what is likely to be the largest ratio of federal debt compared with gross domestic product since the end of World War II, and he urged lawmakers not to lose sight of fiscal discipline. - Bloomberg

Dominant Social Theme: The rescue will continue no matter what.

Free-Market Analysis: What exactly has Ben Bernanke gotten right? He has not recommended an asset-backed monetary system; he has not recommended an aggressive tax cutting regime; he has not allowed the biggest, ruined institutions to collapse as they need to; he has poured literally trillions into a banking sector that still remains in a bubble because the Fed is determined to keep it that way. And the result is a stock market that fell under 7,000 recently, a business climate that continues to sour and an economic recovery that appears to recede every time Bernanke shows up for a Congressional grilling.

Bernanke sees the world only one way. He cannot let big institutions fail. And he cannot let big banks fail especially. Yet the banking business remains the biggest bubble of all. Bernanke looks at Citicorp and still believes that the bank should be employing some 300,000-plus individuals ... to do what? For him, the capacity of Citicorp to utilize the services of so many is to see "normalcy" descending once again upon the financial world. But it is not normalcy. Normalcy would be many fewer banks. The United States is over-banked; Europe is over-banked; the world is over-banked. But since central bankers are in charge of the financial system, overbanking is seen as the status quo, the place to which the world must return.

Bernanke is the Western world's most important banker. But every time he goes to Capitol Hill he looks more and more out of touch. It is morbidly fascinating to watch. Again, Bernanke was sitting in front of his interrogators on Tuesday and he must be fairly sick of it by now. This time, in fact, he didn't look or sound tentative; he sounded angry, defensive and, at times, arrogant. He told his questioners that he would not reveal the names of the banks that the Fed has helped; he indicated that even more money might be necessary to prop up the institutions in question; he discounted the idea of letting the insurer AIG disintegrate, which it would already have done had it not been for the additional US$30 billion that Bernanke has now injected.

Those on the other side of the table - the Congressmen - have ceased to be quite so respectful. They took turns warning this most powerful of bankers that he couldn't just keep on conducting bailout after bailout. The public wouldn't accept it, they told him. Of course, this brings up a pretty interesting point. Just what can the public do about it, exactly? The Federal Reserve is a private body, not an arm of the government. Bernanke - and you could see it in his body posture - was there to explain to Congress what he wished to explain, but he certainly wasn't going to explain himself. He would tell Congress what the Fed was up to, but he wasn't going to apologize for its actions, and he wasn't ever going to admit that he might have gotten it wrong.

As heart-wrenching as the economic crisis is for hundreds of millions, the spectacle of the unwinding of the infallibility of central banking is riveting - and we admit to being fascinated by it. The institution was not set up for this kind of stress and scrutiny, not in the era of cable TV and the Internet. Bernanke must wish himself back a decade. His predecessor, Alan Greenspan, appeared when bubbles were still in the ascendant. He could alternately warn about excesses to come and bask in the glory of a rising market and a profitable financial sector. And he could do so while using almost comical language. Nobody played a central banker better than Greenspan. But unfortunately, in 2009, the game is over. Reality bites.

Conclusion: How will it play out? The longer it goes on, the less credibility the current financial regime will have. Perhaps for this reason the UK's Gordon Brown continues to rush around promoting a global solution that includes alternative energy packages, solar power and carbon traps. Exactly what all this has to do with the economic crisis is unclear. But one has to do something at such times, as a crisis is terrible thing to waste. Unfortunately, Bernanke is not party to political solutions. It is his job to "stabilize" the world's largest economy using the tools of fiat money. But since the entire system of fiat money has now pretty much collapsed, that is a tall order indeed. It cannot end well. The carping that Bernanke faces now is only the beginning. Before it really ends, the world may fall back to a defacto gold standard. Honest money would get us out of this mess.

Hidden pension fiasco may foment another $1 trillion bailout

The Chicago Transit Authority retirement plan had a $1.5 billion hole in its stash of assets in 2007. At the height of a four-year bull market, it didn't have enough cash on hand to pay its retirees through 2013, meaning it was underfunded to the tune of 62 percent. The CTA, which manages the second-largest public transit system in the U.S., had to hope for a huge contribution from the Illinois state legislature. That wasn't going to happen. Then the authority found an answer. "We've identified the problem and a solution," said CTA Chairman Carole Brown on April 16, 2007. The agency decided to raise money from a bond sale. A year later, it asked Illinois Auditor General William Holland to research its plan. The state hired an actuary, did a study and, on July 17, concluded that the sale of bonds would most likely result in a loss of taxpayers' money. Thirteen days after that, the CTA ignored the warning and issued $1.9 billion in bonds. Before the year ended, the pension fund was paying out more to bondholders than it was earning on its new influx of money. Instead of closing its funding gap, the CTA was falling further behind. Public pension funds across the U.S. are hiding the size of a crisis that's been looming for years. Retirement plans play accounting games with numbers, giving the illusion that the funds are healthy. - Bloomberg

Dominant Social Theme: Another day, another crisis. It will all be solved, though it will cost a bit.

Free-Market Analysis: Fiat money doesn't work. When you sever the link between an asset and the value of money, you get values that are misaligned and financial strategies that are inevitably misapplied. Before banks start lending again, for instance, the derivatives marketplace of some $400 trillion will likely have to be unwound. In the meantime, the current unwinding will continue to expose the wretched reality of the financial bubble: the prosperity was false; the dreams of millions were based on unfounded optimism; and the projections of governments were wrong.

Of course there are those who will continue to insist that econometrics - the Western version of Soviet Union five-year-plans - is a valid economic discipline. But for the rest of us Ludwig von Mises' perspective rings ever more true: Human action trumps numbers and the hypothetical extension of a trend is bound to provide a fraudulent result. Too bad. After pretending that it did not exist for so many years, the mainstream media is now using the term "New World Order" like there is no tomorrow. Now even Time magazine has come out with a major article entitled "New World Order" that advocates a one world financial system and a one world central bank.

It seems as though more than ever, both the media and government leaders around the world are advocating increased globalism as the answer to all of our economic problems.

But wasn't all of this globalism a big part of our problems?

Isn't it the elite central bankers of the world who played a big role in leading us into this crisis in the first place?

Apparently nobody seems to care about that.

At the recent World Economic Forum in Davos, Switzerland there was only talk of MORE globalism, more centralization and more power to world financial and government bodies.

In fact, the Financial Times described the World Economic Forum as a time when political leaders from around the world "renewed their globalisation vows in Davos".

So are we headed towards a one world financial system?

Are we headed towards a one world government?

Will we be hearing even more about the need for "a new world order" in the media?

Now why would the media and so many world leaders use the term "new world order" when they know it is going to upset so many people?

Why do they shove that term in our face when they know that we know what it means?

Do they want to purposely alarm us or do they think that nobody can stop them or do they just not care anymore?

After all, who would want a one world government, a one world financial system and a one world religion?

In any event, many world leaders are not even trying to hide the move towards a "new world order" anymore.

For example, in the stunning video clip from CNBC posted below, Henry Kissinger says that this current crisis is a great opportunity for Barack Obama to help bring about "a new world order".

Here is an excerpt from Kissinger's remarks.....

"he can give new impetus to American foreign policy ... I think that his task will be to develop an overall strategy for America in this period, when really a 'new world order' can be created. It's a great opportunity. It isn't such a crisis."

Meanwhile, a headline on CNN a while back declared exactly what these world leaders are up to as they endeavor to set up a new financial system: "G-20: Shaping a new world order".

The G-20 represents a huge chunk of the population of the earth. With its 19 nations plus the European Union, the G-20 represents 90% of the world's economy and 75% of its population.

In fact, many world leaders have been quite up front recently about their desire for a new world order.

Gordon Brown, the Prime Minister of the U.K., was very open about his desire for a new world order in recent remarks about the global economic crisis:

"The alliance between Britain and the US, and more broadly between Europe and the US, can and must provide leadership, not in order to make the rules ourselves, but to lead the global effort to build a stronger and more just international order.

"My message is that we must be internationalist not protectionist, interventionist not neutral, progressive not reactive and forward-looking not frozen by events. We can seize the moment and in doing so build a truly global society."

Even President Obama spoke of the need to move towards world government during his speech in Berlin when he described himself as a "citizen of the world"....

"Tonight, I speak to you not as a candidate for President, but as a citizen — a proud citizen of the United States, and a fellow citizen of the world."

But is this "new world order" a new idea?

Hardly.

It has been on the minds of world leaders for quite a long time.

The following are quotes by prominent leaders around the world from the past few decades telling us their desires for world government, domination of the media, population control, the end of national sovereignty and a new world order:

“Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as ‘internationalists’ and of conspiring with others around the world to build a more integrated global political and economic structure - one world, if you will. If that is the charge, I stand guilty, and I am proud of it.”
