Expanding the provisions of the Federal and State D.R.E.A.M Act, to that of
"Whose Dream is it Anyway? D.R.E.A.M Act" for Undocumented Immigrant Youth
WHEREAS: The United Nations Declaration of Human Rights, specifically Articles 3,
13, 14, 23 and 26. Article 3. Everyone has the right to life, liberty and security of person. Article 13. Everyone has the right to leave any country, including his own, and to return to his country. Article 14. Everyone has the right to seek and to enjoy in other countries asylum from persecution. Article 23. Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment. Article 26 Everyone has the right to education…Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms.
WHEREAS: The One Dream 2009 campaign was spearheaded by an organization of 20
undocumented youth/students in ..:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />California that are represented and supported by a growing national movement of "Human Being Advocates," who are both documented and undocumented. The One Dream 2009 campaign goals are:
1.) To gather 15 million signatures (petition) in recognition of the number of undocumented individuals in this country requesting an immigration policy that benefits all human beings.
2.) To circulate over 3 million "Human being cards' to represent the 3 million undocumented youth in this country in support of the "Whose Dream is it Anyway?" D.R.E.A.M Act.
3.) To hold accountable not only the U.S. president to be, but also all local, state, and national elected officials for raising the standard of "humanity" in the current immigration policy and to endorse and enact legislations that include the "Whose Dream is it Anyway?" D.R.E.A.M. Act.
WHEREAS: A national movement of immigrant and nonimmigrant youth/students and "Human
being Advocates" drafted their own "DREAM," that would include a more humane policy toward immigrant youth/students. It is has been these immigrant youth/students who have demonstrated their resiliency by becoming educated and productive citizens. And as united front, the One Dream 2009 Campaign will not only gather 15 million signatures, and mobilize 3 million "Human being Advocates" to represent the 3 million undocumented youth in the United States, but they will also urge that the "Whose Dream is it Anyway?, D.R.E.A.M. Act" becomes the expanded legislation of both the State and Federal D.R.E.A.M Act.
THEREFORE BE IT RESOLVED: That the California State Democratic Party supports the
Expanded Provisions of the D.R.E.A.M Act, "Whose dream is it anyway? D.R.E.A.M Act" to include that:
Any person who immigrated under the age of 21, graduated from a high school and enrolled into higher education should be allowed a path to residency. This person should be able to receive financial assistance based on economic and academic status. This person should be able to travel back and forth nationally & internationally. This person, after becoming a citizen, should be able to qualify to reunify with his/her family.
BE IT FINALLY RESOLVED: That the California Democratic Party advocates at the Democratic National Convention for inclusion in the National Democratic Party Platform and to the California Congressional delegation for the "Whose Dream is it Anyway? D.R.E.A.M Act" to be made into law.
