Oopsie! Police slash research hemp instead of pot
THE HAGUE, Netherlands — Dutch police who mowed down what they thought were illicit marijuana plants were red-faced Thursday when it emerged they'd ruined a research group's giant, officially sanctioned field of harmless hemp.
Police proudly announced Wednesday that they'd found more than 47,000 cannabis plants, with an estimated street value of nearly euro4.5 million ($6.45 million) concealed in a corn field in the Flevoland province east of Amsterdam.
They mowed down half the plants only to be informed they were the property of Wageningen University and Research Center, a respected agricultural school.
The field contained a new strain of hemp that researchers hope can be a sustainable source of fiber, Simon Vink, a spokesman for the executive board of Wageningen University and Research Center, said Thursday.
Hemp plants are related to marijuana but have only trace elements of THC, the mind-altering chemical that cannabis contains.
"The street value from a drug point of view is less than zero," Vink said.

MEXICO CITY – Mexico decriminalized small amounts of marijuana, cocaine and heroin on Friday — a move that prosecutors say makes sense even in the midst of the government's grueling battle against drug traffickers.
Prosecutors said the new law sets clear limits that keep Mexico's corruption-prone police from extorting casual users and offers addicts free treatment to keep growing domestic drug use in check.
"This is not legalization, this is regulating the issue and giving citizens greater legal certainty," said Bernardo Espino del Castillo of the attorney general's office.
The new law sets out maximum "personal use" amounts for drugs, also including LSD and methamphetamine. People detained with those quantities no longer face criminal prosecution.
Espino del Castillo says, in practice, small users almost never did face charges anyway. Under the previous law, the possession of any amount of drugs was punishable by stiff jail sentences, but there was leeway for addicts caught with smaller amounts.
"We couldn't charge somebody who was in possession of a dose of a drug, there was no way ... because the person would claim they were an addict," he said.
Despite the provisions, police sometimes hauled in suspects and demanded bribes, threatening long jail sentences if people did not pay.
"The bad thing was that it was left up to the discretion of the detective, and it could open the door to corruption or extortion," Espino del Castillo said.
Anyone caught with drug amounts under the new personal-use limit will be encouraged to seek treatment, and for those caught a third time treatment is mandatory.
The maximum amount of marijuana for "personal use" under the new law is 5 grams — the equivalent of about four joints. The limit is a half gram for cocaine, the equivalent of about 4 "lines." For other drugs, the limits are 50 milligrams of heroin, 40 milligrams for methamphetamine and 0.015 milligrams for LSD.
Mexico has emphasized the need to differentiate drug addicts and casual users from the violent traffickers whose turf battles have contributed to the deaths of more than 11,000 people since President Felipe Calderontook office in late 2006.
But one expert saw potential for conflict under the new law.
Javier Oliva, a political scientist at Mexico's National Autonomous University, said the new law posed "a serious contradiction" for the Calderon administration.
"If they decriminalize drugs it could lead the army, which has been given the task of combating this, to say 'What are we doing'?" he said.
Officials said the legal changes could help the government focus more on big-time traffickers.
Espino del Castillo said since Calderon took office, there have been over 15,000 police searches related to small-scale drug dealing or possession, with 95,000 people detained — but only 12 to 15 percent of whom were ever charged with anything.

One of the things I find the most humorous about the story is this
" Javier Oliva, a political scientist at Mexico's National Autonomous University, said the new law posed "a serious contradiction" for the Calderon administration. "
When Presidente Fox attempted to promote similar policies during his administration he was threatened to by Bush era cronies that US monetary aid would be diminished in direct retaliation.

WASHINGTON -- The Obama administration's new drug czar says he wants to banish the idea that the U.S. is fighting "a war on drugs," a move that would underscore a shift favoring treatment over incarceration in trying to reduce illicit drug use.

In his first interview since being confirmed to head the White House Office of National Drug Control Policy, Gil Kerlikowske said Wednesday the bellicose analogy was a barrier to dealing with the nation's drug issues.

"Regardless of how you try to explain to people it's a 'war on drugs' or a 'war on a product,' people see a war as a war on them," he said. "We're not at war with people in this country."

What Happened:

First, PayPal froze our account..... sort of.
They we're allowing money to go in, but not come out. Which means that many of our operating expenses were not being paid. We stopped allowing money to go into the PayPal account. That started a battle for several months as they "investigated the nature of our business" Keep in mind we are a registered non-profit entity. We operate as a Public Interest Advocacy Group. Our finances are a matter of public record. We maintain complete financial transparency. Thanks to the diligence of our former Secretary (now with ASA) we were able to finally regain control of the money, withdraw the funds and close the account.

Then we move to the complete ineptness and lack of common courtesy from Compass Bank. We were never able to transfer fully from the previous 'administration' to the current. Perhaps it was just luck of the draw that the particular employees we dealt with could not wrap their head around the fact that an account for a registered non-profit is not a joint account for a poly-amorous group of individuals. We may need to transfer who controls the account from time to time. The treasurer was never able to access the account, because the former VP, who had himself removed from the account 3 years ago, couldn't be reached by Compass Bank. (well no s***t, huh)

I tend to rant and rave, but then again, my rants get raves :)

Peace, Buds & One Love,

Leon
