WEATHER AS A FORCE MULTIPLIER: OWNING THE WEATHER IN 2025
MILITARY APPLICATIONS OF WEATHER MODIFICATION

In 2025 US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to warfighting applications. Such a capability offers the warfighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather modification system to achieve military objectives rather than to provide a detailed technical road map.

A high risk/high reward endeavor, weather modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns, to complete dominance of global communications and counter-space control, weather modification offers the warfighter a wide range of possible options to defeat or coerce an adversary.

Technology advancements in five major areas are necessary for an integrated weather modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future.

Current technologies which will mature over the next thirty years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather modification ability into a capability. In the US, weather modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include: unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather modification is to deter and counter potential adversaries.

In this paper we show that appropriate application of weather modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness. "The technology is there, waiting for us to pull it all together;" in 2025 we can "Own the Weather."

A RESEARCH PAPER PRESENTED TO AIR FORCE 2025

2025 is a study designed to comply with a directive from the chief of staff of the Air Force to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future. Presented on 17 June 1996, this report was produced in the Department of Defense school environment of academic freedom and in the interest of advancing concepts related to national defense. The views expressed in this report are those of the authors and do not reflect the official policy or position of the United States Air Force, Department of Defense, or the United States government.

"John McCain - "John.He.Is"

The work that we face in our time is great in a time of warand the terrible sacrifices it entails the promise ofa better future is not always clearthere's gonna be other warsI'm sorry to tell you there's gonna be other warsthere's gonna be a lot of combat woundsand my friends it's gonna be toughand we're gonna have a lot to doThat old Beach Boys song, Bomb Iran?Bomb Bomb Bomb, Bomb Bomb Iran...I'm still convinced that withdrawal means chaosand if you think that things are bad nowif we withdraw... you ain't seen nothing yetwas the war a good idea, worth the price in blood and treasure? It was a good ideaPresident Bush talked about our staying in Iraqfor 50 years, maybe a 100, that's fine with meI don't think Americans are concernedif we're there for a 100 years,or a 1000 years, or 10,000 years.

McCain is 71 years old and wants to continue the war in Iraq for 100 more years, go to war with Iran and continue to take the lives of young men and women average ages 21 to 25 years old. McCain will not out live this war and no matter who he will pick as his running mate everybody loses. If you've never had a panic attack, it's time for one now.

Well it will probably be a draft now- but not to back up the military already there- but just continue kill off everybody's son's and daughters in america for the love of money and lack of compassion. Money??? is somehow not benefiting us. You would think our gas would be free or buy one tank and get one tank free. All the blood shed that is paying for it- we as american would have some benefits. No!! all we have is tears and cries and prayers.

Others have outright rejected the idea of a McCain nomination and presidency, warning that his tirades suggest a temperament unfit for the Oval Office.

"The thought of his being president sends a cold chill down my spine," Sen. Thad Cochran (R-Miss.), also a senior member of the Appropriations panel, told the Boston Globe recently. "He is erratic. He is hotheaded. He loses his temper and he worries
me."

What wrong with us if we can't see through poeple who are intent on pursuing war. John Mccain is prepared to go to war for 100 years and wash his hands from states bent on flying that confederate flag. He admits he is not strong on the economy and his track record shows that but poeple feel the need to support him. Giuliani and Mccain are the new advoctes for Military industrial complex that continues to rob this country of all its wealth and put it into the hands of Kelloggs and others. America open your eyes because you continue to have them wide shut.

McCain wins the presidency you may as well hand the keys to the city to Mexico.
He will make a law granting amnesty to all illegals and every one that comes afterward. I am a vet, and I respect all vets and McCain deserves respect for what he has been through, but if Mexicans break the law you cannot reward them for it.

Robin has 2 Beautiful God Given Sons, Josh is 24 he is a Lcpl, Dustin is 22 he is an E-3.

I too spent and have spent many hours crying for OUR TROOPS and their families. Being a military mom is extremely hard. Josh is in the Marine Corp, and my youngest son, Dustin, is in the Navy. When my sons made the choice to join the military I supported their decision, not because I agreed with it, but because I raised my sons to be strong, independent men. They are my sons, my soldiers, and my heroes. Josh was deployed for his first tour in Iraq in March, as was my son Dustin. Both of my sons were in Iraq at the same time. I cherished every phone call we were able to share, no matter the duration, just the fact that I could hear their voice, and know they were ok, was enough.

Never knowing when the phone rings what the news will be on the other end, just assuming one my sons were calling to check in. On April 06, 2006 I received a call from my son Josh's commanding officer. I have experienced this once and do not wish this dread on anyone. At first I was confused, the caller ID showed a number from North Carolina where Josh was stationed. I just assumed it was a recruiter calling for one of the boys, that happened often. I was working on a paper for class so I was somewhat agitated that the phone interrupted my train of thought, thinking it was a recruiter. The gentleman on the other end was saying something about Josh. I was still absorbed in my class assignment only half listening, when I stated Josh is already in the military he is in Iraq.

The gentleman stated I know that is why I am calling. Still not comprehending what the call was about, I again stated Josh is already in the military. Again the gentleman stated I need to speak with Joshua's mother. My blood ran cold. I said, this is Joshua's mother. The gentleman then informed me my son had been shot, and was enroute to Baghdad to the hospital. That is all I remember. He did not have any details about the shooting, or what was going on, other than my son had been shot. I was in shock, I was crying, and screaming, asking how they could call me and not tell me anything.
My son spent several weeks in the hospital and three more months recovering. Josh's commanding officer in Iraq was AWSOME he updated me daily on Josh, and even allowed Josh to speak with me from the hospital. I just needed to hear his voice. It was then Josh told me his best friend and fellow Marine Lcpl. Bryan Taylor had been killed in the same attack.

Josh's Story First Person/ as he wrote it/ Wounded in Iraq/ Part 2

I have a lot of heroes but one was a good friend of mine. His name was Bryan Nicholas Taylor, a Lcpl. in the Marine Corp. On April 06, 2006 myself and Bryan were getting fuel for the heater in our room. As we stood there talking about what we were going to do the next day an Iraqi insurgent approached from behind us. As we finished filling our fuel can I turned to get some water. Suddenly the insurgent opened fire on us with his AK-47 assault rifle. The first two rounds struck Bryan. The insurgent then turned his weapon on me and fired 13 rounds. Eight of the rounds hit my pants, two of which hit me. As I turned I saw the insurgent get shot by fellow Marines. Then watched as my best friend and fellow Marine took his last breath. Lcpl. Bryan Taylor was killed in action on April, 06, 2006.

Semper Fidelis

This page is dedicated to Craig and all those Semper Fi persons of interest.  Craig is the first person to present Semper Fi, this year to me and the last one this year to me and I not know the meaning and be intimidated by it.
So I thought. (Craig is on my front page)

Myspace started me to hearing this term Semper Fi. It sounds like a good term but I never heard it before or never paid any attention to it. Next I began to recognized that it was coming solely from marines commenting my page and other people pages also.

However, everyone knows and have heard The Few The Proud The Marines. Maybe they have heard OO-RAH. In the club you here those marines after a beer or two loudly and proudly shout OO-RAH, well I knew by that nobody is going to come in and stick up the place, one thing I don't have to worry about. So thats cool.  Now its this Semper Fi - thats got me.

Each and everytime I hear this term; I'm left with what term is this? Is this some kind of slogan or handle or foreign language? Did I miss something? Do I suppose to already know what this means? What must I do about this? Should I ask these Semper Fi persons of interest? Will I sound ignorant - I am afraid? Each and everytime I decide I am going to ask when its used on me I become intimidated. I am feeling more and more intimidated by this word and its paraded around like its something rather important. The assumed manner or air of it has a propelling force of superiority: with pride and proudness. I feel squeezed. Well its a new year and for the last time I am going to do something about this pressure. Research and study for myself since I am to intimidated to ask- is exactly what I did.

So this is what I find out. I'm pretty impressed and overwhelmed. It expresses a marine in the literal/real sense. This article by Cam Beck, The Meaning of Semper Fidelis explains it all to me.

"Some People Live An Entire Lifetime and Wonder If They Have Ever Made a Difference In The World,

The Marines Don't Have That Problem"

--Ronald Reagan--

The Meaning of Semper Fi

For my family, Semper Fidelis is more than a fancy slogan. It is truly a way of life. My father retired from the Marine Corps in the 90s, after serving over twenty years and more than one tour of duty in a combat zone. Therefore, my two brothers and I grew up in a culture that demanded excellence and loyalty of its members, and it showed. It is partially for this reason, I am convinced, that we all joined the Marine Corps when we were of the appropriate age. Because of my upbringing, it is somewhat difficult to imagine what life would be like, had I not grown up surrounded by living, breathing personifications of "Semper Fidelis," and I am increasingly beginning to realize that I do not understand the mindset of those who had not. It is this realization that led me to reflect on the history of the phrase, and speculate the reason it holds such weight with the members of the Marine Corps..

The first thing I questioned was the Latin thing. Why not simply make the slogan "Always Faithful," since that is what the Latin phrase literally means? More people would certainly understand it. Apparently, whenever someone has something important to say, he translates it to Latin, and that lends the phrase credibility and respectability.

What is left unsaid in the motto is also notable. The phrase is "Always faithful." It isn't "Sometimes Faithful." Nor is it "Usually Faithful," but always. It is not negotiable. It is not relative, but absolute. Who is always faithful, though. and to what, exactly are they faithful? Interestingly, the simplicity of the phrase and the calculated neglect to specify its parameters seems to strengthen it. Marines pride themselves on their straightforward mission and steadfast dedication to accomplish it. Things do not need to be spelled out for them; they know what it means and what to do about it.

The longer I am out of the service, the more I recognize my draw to and longing for the culture of "Semper Fidelis." I suspect that reading this will impart nothing significant to Marines, as they already are aware of their glorious charge. It is my earnest hope, however, that it may help others understand the reason Marines hold the Corps in such high esteem. All those references by former Marines, in their new jobs, to "back when I was in The Corps," will begin to make a little more sense. Marines are imbued with Semper Fidelis, and all it means, and because they lived it for so long, they have difficulty accepting any less from others.

Semper Fi!

Intelligence report finding of no nukes doesn't dissuade U.S. president's crusade

'Because you can see how dangerous this administration is, Bush continues to threaten Iran, which is prohibited under international law, which is covered in the UN Charter and the Geneva Conventions. The facts don't matter to the president, but it makes it more difficult for him to continue with his designs against Iran.'
—Former U.S. Attorney General, Ramsey Clark

- A United States intelligence report that concluded Iran halted its nuclear weapons program in 2003, and is unlikely to produce enough weapons-grade uranium for a bomb until at least 2010, has seemingly not changed the position of leaders in the West, certainly not the mind of President Bush.

Despite the report's conclusions, the U.S., Israel, Britain and France have said more pressure must be put on Iran.

"We must keep up the pressure on Iran .... we will continue to work on the introduction of restrictive measures in the framework of the United Nations," a French foreign ministry spokeswoman told the international media.

Sixteen U.S. intelligence agencies Dec. 3. released the National Intelligence Estimate (NIE) for 2007, "Iran: Nuclear Intentions and Capabilities." The report is consensus opinion on the situation in the country, said William Scott Ritter, a former UN weapons inspector in Iraq from 1991-1998 and very vocal critic of U.S. foreign policy.

"What the NIE does is force the administration to take a step back, because the report says there is no 'smoking gun' in Iran's nuclear program," Mr. Ritter said during an interview on radio station WBAI, New York City's Pacifica Radio Network affiliate.

Unlike the NIE that led to war against Iraq, this one is good, because "people put aside politics" in constructing the consensus, he said. "This NIE is merely a copulation of the facts," Mr. Ritter stressed.
