A former Ohio deputy accused of feeding an inmate a bologna sandwich
that been rubbed against another inmate's genitals has pleaded guilty
to two health code violations. In a Columbus courtroom on Wednesday,
38-year-old Joseph Cantwell also apologized for the shame and
embarrassment that he said he had caused.
A judge fined him $500 plus court costs, and Cantwell also received a 90-day suspended jail sentence and five years' probation.
Cantwell's attorney called the February incident at the Franklin
County Jail a "prank." It led Sheriff Jim Karnes to fire Cantwell and
his partner in May. The other deputy was not charged with a crime.
The inmates who were involved have filed lawsuits against the county.

launch a new campaign Green The Block to educate and mobilize

The Block Mission: Green The Block seeks to ensure that low-income
communities and communities of color have the resources and platforms
needed to access the benefits and opportunities of the growing
clean-energy economy. The four pillars of the Green The Block campaign

campaign is principled on the foundation that a clean energy economy
can address the joint crises of poverty and pollution at the same time.
Pollution and poverty hurts everyone, but it hurts low-income and
communities of color the most.
The
solution is two-fold, just and equitable climate and energy legislation
at all levels of government and grassroots efforts to engage and
educate the communities that can't afford another gray economy that
works for a select few.
The
Coalition: The Hip Hop Caucus and Green For All are co-convening a
diverse coalition of national and local organizations to support the
principles of Green The Block, elevate successful local and city-wide
green economy models, and build awareness and educate communities of
color about the social, environmental and economic benefits of going

JERICHO, Ark. -- It was just too much, having to return to court
twice on the same day to contest yet another traffic ticket, and Fire
Chief Don Payne didn't hesitate to tell the judge what he thought of
the police and their speed traps.
The response from cops? They shot him. Right there in court.
Chief Payne ended up in the hospital, but his shooting a week ago
brought to a boil simmering tensions between residents of this tiny
former cotton city and their police force.
Drivers quickly learn to slow to a crawl along the gravel roads and
the two-lane highway that run through Jericho, but they say sometimes
that isn't enough to fend off the city ticketing machine.
"You can't even get them to answer a call, because normally they're
writing tickets," said Thomas Martin, chief investigator for the
Crittenden County Sheriff's Department. "They're not providing a
service to the citizens."
Now, the police chief has disbanded his force "until things calm
down," a judge has voided all outstanding police-issued citations, and
sheriff's deputies are asking where all the money from the tickets went
With 174 residents, the city can keep seven police officers on its
rolls, yet missed payments on police and fire department vehicles and
saw its last business close its doors a few weeks ago. "You can't even
buy a loaf of bread, but we've got seven police officers," said former
resident Larry Harris, who left town because he said police harassment
became unbearable.
Sheriff's deputies patrolled Jericho until the 1990s, when the city
received grant money to start its own police force, Mr. Martin said.
Police often camped out in the department's two cruisers along the
highway that runs through town, waiting for drivers who failed to slow
down when they reached the 45-mph zone ringing Jericho.
Residents say the ticketing got out of hand. "When I first moved out
here, they wrote me a ticket for going 58 mph in my driveway,"
75-year-old retiree Albert Beebe said.
The frequent ticketing apparently led to vandalization of the
cruisers, and the department took to parking the cars overnight at the
sheriff's department, eight miles away.
It was anger over traffic tickets that brought Chief Payne to city
hall last week, said his lawyer, Randy Fishman. After failing to get a
traffic ticket dismissed Aug. 27, Chief Payne or his son got another
ticket from police that same day. Chief Payne, 39, returned to court to
vent his anger to Judge Tonya Alexander, Mr. Fishman said.
It's unclear exactly what happened next, but Mr. Martin said an
argument between Chief Payne and the seven police officers who attended
the hearing apparently escalated to a scuffle, ending when an officer
shot Chief Payne from behind.
Doctors in Memphis, Tenn., removed a .40-caliber bullet from Chief
Payne's hip bone, Mr. Martin said. Another officer suffered a grazing
wound to his finger from the bullet. Mr. Martin declined to name the
officer who shot Chief Payne. It's unclear if the officer has been
disciplined.
Prosecutor Lindsey Fairley said yesterday that he didn't plan to
file any felony charges against the officer or Chief Payne. Mr.
Fairley, reached at his home, said Chief Payne could face a misdemeanor
charge stemming from the scuffle, but that would be up to the city's
judge. He said he didn't remember the name of the officer who fired the
shot.
Chief Payne remains in good condition at the Regional Medical Center
at Memphis. He referred questions to his lawyer. "I know that he was
unarmed, and I know he was shot," Mr. Fishman said. "None of that
sounds too good for the city to me."
After the shooting, Mr. Martin said police Chief Willie Frazier told
the sheriff's department that he was disbanding the police force "until
things calm down." The sheriff's department has been patrolling the
town in the meantime.
Chief Frazier did not respond to a written request for comment.
Judge Alexander has voided all the tickets written by the department
both inside the city and others written outside of its jurisdiction --
citations that the department apparently had no power to write. Judge
Alexander, who works as a lawyer in West Memphis, resigned as Jericho's
judge in the aftermath of the shooting, Mr. Fairley said. She did not

A veteran Washington County police officer was arrested this morning
on drug and corruption charges stemming from a four-month grand jury
investigation.
Monongahela Patrolman George M. Langan, 45, was arrested by county
detectives, municipal police and the county sheriff and accused of
tipping off drug dealers to pending arrests, possession of drug
paraphernalia and other crimes.
Monongahela Police Chief Brian Tempest said Officer Langan was
called back to the police station about two hours into his shift this
morning and told to remove his gun and belt for a random drug test.
Instead, officers arrested Officer Langan and charged him with 11
counts of violating the drug act and 23 counts of public corruption,
including official oppression, evidence tampering and criminal
conspiracy.
He was remanded to the Washington County Jail by District Judge Curtis Thompson on $500,000 bond.

A History of Oakland Resistance to Police Violence
The Freedom Archives was happy to have hosted summer interns to help
us catalog new materials and produce audio projects that include the
archives. Projects that use our archived material is so integral to our
intentions as an organization. Without these projects, radical
histories would not be able to live outside of our library and off the
shelves.
One of our summer interns, Sophie Ashley, a senior at Pitzer
College, produced a short 3 minute piece documenting Oscar Grant’s
death at the hands of police and how the community mobilized to
confront police violence. She connects the community mobilization we
saw earlier this year with the efforts of the Black Panther Party in
the 60s and 70s to show how Oakland communities have historically found
creative ways of resisting police violence.
This is what Sophie had to say about the process of making this project.

Making this audio documentary was a humbling experience. The
amount of work that goes into a piece five minutes long is unimaginable
to someone unfamiliar with the software and art of audio production.
It was interesting to learn about story telling through audio
production because modern media so often has a visual component too.
Making a piece about such a sensitive subject come alive through music
and narroration was a challenging task.
I want to thank all the artists whose music made the project what it is:
Mistah Fab, Jasiri X and Rukus. I also want to thank Leticia for her
help with the story and the physical production. Her advice about the
mecanics of the project and her guidance about telling a story of
violence in a sensitive manner were very important. It was a really
good summer at the Freedom Archives and I recommend it to everyone.

We won! Thanks to
you and 35,000 other NAACP members and supporters, the U.S. Supreme
Court today announced that Troy Davis will finally get his day in
court…and a chance to prove his innocence.
The court ordered a federal judge in Georgia to review, what we and
many others believe is, the overwhelming evidence of Troy's innocence.
Troy was sentenced to death for the 1991 killing of a police officer in
Savannah, Georgia.
As you know, the NAACP and other organizations have been fighting to
save the life of Troy Davis. There was no physical evidence tying him
to the crime and seven out of nine witnesses have recanted or
contradicted their testimony. And today, finally, the Supreme Court
gave Troy a chance to present this evidence and prove his innocence!
That's a victory for Troy and his family — and for all of us.

Ohio Police Dispatchers Email Racist Air Force One Imagehttp://chattahbox.com/us/2009/08/16/ohio-police-dispatchers-email-racist-air-force-one-image/ (ChattahBox)—Racism is alive and well in America and especially within the ranks of Ohio Police dispatchers. Think Progress,
reported on Sunday, of yet another instance of vile emails forwarded in
the workplace containing racial slurs attacking President Obama, during
work hours using employee email accounts.
The racist email originated from a Uniontown, Ohio police dispatcher
and was forwarded to an unknown number of recipients by a police
dispatcher from North Canton Ohio.
The OhioDaily Blog first reported the sending of the racist email by Ohio police dispatchers on Friday. The blog
received a copy of the racist email sent out by North Canton police
dispatcher, Anita Malachowski, which contained a photoshopped image of
Air Force One with the tail number replaced with “NI66ER”
The email contained the message: “New “Air Force One” Tail
Number and yes, please forgive me, I’m really sorry, I really, really
tried not to laugh, but …………………..!”
What kind of person finds such an offensive racial slur so hilarious
that when reading it, she “really tried not to laugh,” but then found
it so “funny” she had to send out an email blast to share the hilarity
with all her racist pals?
Malachowski sent out the racist slur against President Obama using her North Canton Police email account.
It was later discovered that Malachowski’s email originated from a larger racist email blast sent out by, Uniontown Police dispatcher, Holli Webb during work hours at 8:45AM, using her private hotmail account.
OhioDaily contacted Webb, asking if she was on the job during that time, and she answered yes, “after significant hesitation.”
 As noted by OhioDaily and other local media outlets covering this story,
this behavior by police dispatchers is certainly a violation of the
public’s trust. What’s even more disturbing, is that police dispatchers
are the first line of defense when people call for emergency help, and
part of their job is “prioritizing calls”
Would racist police dispatchers relegate emergency calls for help from black residents or from minority neighborhoods to a low priority?
The OhioDaily first reported this incident as the act of a “rogue
dispatcher.” So far, two so called “rogue dispatchers” have emerged
from the ranks of Ohio Police dispatchers. How many more are hiding?
These two police dispatchers should be fired immediately. The North Canton Police Department provides an online forum for comments here. The Uniontown Police Department’s email is uniontownpd@neo.rr.com.
(Update: Both police dispatchers have been placed on administrative leave, while an investigation is conducted. Their E-mail accounts were suspended. It’s not clear whether the two police dispatchers were placed on paid or unpaid leave.)
