Statement by John McCain on the Crisis in Georgia


ARLINGTON, VA -- Today, in Erie, Pennsylvania, U.S. Senator John McCain delivered the following statement regarding the current conflict between Georgia and Russia:

"Americans wishing to spend August vacationing with their families or watching the Olympics may wonder why their newspapers and television screens are filled with images of war in the small country of Georgia. Concerns about what occurs there might seem distant and unrelated to the many other interests America has around the world. And yet Russian aggression against Georgia is both a matter of urgent moral and strategic importance to the United States of America.

"Georgia is an ancient country, at the crossroads of Eastern Europe and Central Asia, and one of the world's first nations to adopt Christianity as an official religion. After a brief period of independence following the Russian revolution, the Red Army forced Georgia to join the Soviet Union in 1922. As the Soviet Union crumbled at the end of the Cold War, Georgia regained its independence in 1991, but its early years were marked by instability, corruption, and economic crises.

"Following fraudulent parliamentary elections in 2003, a peaceful, democratic revolution took place, led by the U.S.-educated lawyer Mikheil Saakashvili. The Rose Revolution changed things dramatically and, following his election, President Saakashvili embarked on a series of wide-ranging and successful reforms. I've met with President Saakashvili many times, including during several trips to Georgia.

"What the people of Georgia have accomplished in terms of democratic governance, a Western orientation, and domestic reform is nothing short of remarkable. That makes Russia's recent actions against the Georgians all the more alarming. In the face of Russian aggression, the very existence of independent Georgia and the survival of its democratically-elected government are at stake.

"In recent days Moscow has sent its tanks and troops across the internationally recognized border into the Georgian region of South Ossetia. Statements by Moscow that it was merely aiding the Ossetians are belied by reports of Russian troops in the region of Abkhazia, repeated Russian bombing raids across Georgia, and reports of a de facto Russian naval blockade of the Georgian coast. Whatever tensions and hostilities might have existed between Georgians and Ossetians, they in no way justify Moscow's path of violent aggression. Russian actions, in clear violation of international law, have no place in 21st century Europe.

"The implications of Russian actions go beyond their threat to the territorial integrity and independence of a democratic Georgia. Russia is using violence against Georgia, in part, to intimidate other neighbors such as Ukraine for choosing to associate with the West and adhering to Western political and economic values. As such, the fate of Georgia should be of grave concern to Americans and all people who welcomed the end of a divided of Europe, and the independence of former Soviet republics. The international response to this crisis will determine how Russia manages its relationships with other neighbors. We have other important strategic interests at stake in Georgia, especially the continued flow of oil through the Baku-Tblisi-Ceyhan pipeline, which Russia attempted to bomb in recent days; the operation of a critical communication and trade route from Georgia through Azerbaijan and Central Asia; and the integrity an d influence of NATO, whose members reaffirmed last April the territorial integrity, independence, and sovereignty of Georgia.

"Yesterday Georgia withdrew its troops from South Ossetia and offered a ceasefire. The Russians responded by bombing the civilian airport in Georgia's capital, Tblisi, and by stepping up its offensive in Abkhazia. This pattern of attack appears aimed not at restoring any status quo ante in South Ossetia, but rather at toppling the democratically elected government of Georgia. This should be unacceptable to all the democratic countries of the world, and should draw us together in universal condemnation of Russian aggression.

"Russian President Medvedev and Prime Minister Putin must understand the severe, long-term negative consequences that their government's actions will have for Russia's relationship with the U.S. and Europe. It is time we moved forward with a number of steps.

"The United States and our allies should continue efforts to bring a resolution before the UN Security Council condemning Russian aggression, noting the withdrawal of Georgian troops from South Ossetia, and calling for an immediate ceasefire and the withdrawal of Russian troops from Georgian territory. We should move ahead with the resolution despite Russian veto threats, and submit Russia to the court of world public opinion.

"NATO's North Atlantic Council should convene in emergency session to demand a ceasefire and begin discussions on both the deployment of an international peacekeeping force to South Ossetia and the implications for NATO's future relationship with Russia, a Partnership for Peace nation. NATO's decision to withhold a Membership Action Plan for Georgia might have been viewed as a green light by Russia for its attacks on Georgia, and I urge the NATO allies to revisit the decision.

"The Secretary of State should begin high-level diplomacy, including visiting Europe, to establish a common Euro-Atlantic position aimed at ending the war and supporting the independence of Georgia. With the same aim, the U.S. should coordinate with our partners in Germany, France, and Britain, to seek an emergency meeting of the G-7 foreign ministers to discuss the current crisis. The visit of French President Sarkozy to Moscow this week is a welcome expression of transatlantic activism.

"Working with allied partners, the U.S. should immediately consult with the Ukrainian government and other concerned countries on steps to secure their continued independence. This is particularly important as a number of Russian Black Sea fleet vessels currently in Georgian territorial waters are stationed at Russia's base in the Ukrainian Crimea.

"The U.S. should work with Azerbaijan and Turkey, and other interested friends, to develop plans to strengthen the security of the Baku-Tbilisi-Ceyhan oil pipeline.

"The U.S. should send immediate economic and humanitarian assistance to help mitigate the impact the invasion has had on the people of Georgia.

"Our united purpose should be to persuade the Russian government to cease its attacks, withdraw its troops, and enter into negotiations with Georgia. We must remind Russia's leaders that the benefits they enjoy from being part of the civilized world require their respect for the values, stability and peace of that world. World history is often made in remote, obscure countries. It is being made in Georgia today. It is the responsibility of the leading nations of the world to ensure that history continues to be a record of humanity's progress toward respecting the values and security of free people.

"Thank you."

Why is making Christianity their official religion important at all?

I think that Russia is more corrupt/unstable than Georgia right now. For years now, every American politician has been ignoring the growing number of dead journalists, blocked news organizations, and so on that outlines Russia to be headed towards a very horrific future for it's government and people. It's almost funny that our president claimed to have looked into former Russian President Putin's soul and saw goodness. Medvedev, a former Putin cabinet member carries the same policies. Democracy fades more in that country every day. Extreme cases of aggression like this on Georgia are clear signs.

Just goes to show what happens when you are deeply religious, and use "god" as your compass to lead you toward a path where you have no self doubt and act arrogantly (am I talking about the Bush presidency??).

Now this is a man who knows his stuff. His competition would like to paint him as nothing more than a violence hungry, war-mongrel, but here, we see that he is far from that. He ultimately seeks peace and freedom in our world. And instead of just talking nonsense until he's blue in the face, he has real and potentially efficient plans of action. This man is not just babbling about change, he is knowledgeable, experienced, and wise, and knows how best to bring the RIGHT changes about.

This seems like an attempt by Russia to flex their muscle against a much weaker adversary while at the same time stating to the international community that they are on the rebound economically and militarily.


I think we need to show Russia and any other potential threat to our nation that our military isn't stretched thin even with the war in Iraq and Afghanistan, and we need to put boots on the ground in Georgia asap.

I don't see the international community doing anything other than condemning Russia through words.

You could've easily not made a statement on the matter, with the Olympics going on no one would've noticed for two more weeks. However you once again showed the Leadership and Judgement that will make you a great President. I'll be voting for you in November.

This carefully reasoned position, which puts the interests that Americans share with our Georgian allies center stage, clearly illustrates that we have two choices in November; John McCain, a good man who is clearly qualified to lead, or Barack Obama, a nice man with no experience or quaifications.

It is comforting to see that one of the presidential candidates have finally addressed the issue. Senator McCain, I am alleviated to learn you do not take the more passive route as suggested by your "opponent". There is no peaceful communication with a communist. Putin was once one of the most influential communist figures in the KGB and a tiger cannot change his stripes...once a communist, always a communist! I continue to speak out against the passivity of Barack Obama and his lack of 'kahunas' in foreign policy. There are countries you can sit and speak to with reason and acceptance...Russia is not one of those, and neither is Iran! I am glad you are a more proactive leader, and I am convinced you have all the qualities necessary to lead this country to the greatness level it once was, the greatness reached during the Reagan years! You have my vote Senator...keep up the good work!

I agree that world history is often influenced by what happens in small countries. We can't ignore what Russia is doing in Georgia. We don't want agression to become Russia's policy.


This Georgian incident shows that we are more secure with a man like McCain as pres. He has a firm grasp of world situations. As we see in the Middle East, knowledge of foreign countries' history is an important attribute for those who would be president.


A man who has firsthand experience with war won't take our country into unnecessary conflict. I just hope NATO is a more effective influence than the UN.

Awesome response Senator McCain!! I wish the Bush Administration and Senator Obama would realize hastily that the Georgian troops are aiding us in our War on Terror, their civilians are begging for help while the Russian military and government is imposing on their soverignty and targeting innocent civilians. And where are the "Big G-8" countries ?? We need to realize that Russia is doing much more than the US has been accused of and has openly stated that they plan to occupy, AND take oil from the Georgian Country.
This is "ethnic cleansing" at it's finest!!

Sen Obama can speak about "diplomacy" all he wants--should the Georgian civilians tolerate this until January (of course he wont be elected but..) and then sit down at the table and TALK about it ?? The time has come for us to show some decisiveness and, if necessary, remove Russia from this country. We were quick enough (and justifiably so) to push Iran out of a country (Kuwait) they had absolutely no right to be in, yet we sit by idly when one of our allies (yes, our real allies- not the useless French and the rest of the Euro Nations etc) is being destroyed and terrorized around the clock in a cowardly, unprovoked act of aggression.


This situation cannot be resolved by diplomacy, by tire gauges, or by the rhetoric of a cowardice Democratic candidate's redundant words of restraint. It needs IMMEDIATE action and attention. This should show America why Foreign policy is of utmost importance in the upcoming election. We need to ensure that a war is never fought inside our country, but speeches prepared by writers aren't going to solve these type of issues now or in the future.


To my friends that support Sen McCain, many thanks for your contributions and your support. Sen McCain has demonstrated in the past 48 hours, that he, not our current President, and certainly not "all talk Barack", has the skills and intestinal fortitude to bring stability to not only our Country, but to those of our allies as well.

As a future soldier in the U.S. Army, I've been watching this situation very closely. As it unfolds I am beginning to wonder if this incident will escalate or not. If it does it could become very nasty very quick. I certainly hope it is resolved in the next few days and we will not need to have another war. However, if Russian aggression continues and we get involved, I would like it to be a war under McCain. If Obama gets elected then unfortunetely alot more soldiers will die. If it turns out that Obama gets elected an we go to war, then I will still give my life for my country, my future wife and family, freedom, justice, and liberty.

i only beg to differ with you on one point: the first few sentences presume most americans cannot possibly be informed enough to care about world events--that we only care about our entertainment and our pop stars and our bank accounts. please do not make the mistake of assuming that americans are all as uneducated, uninformed and/or self-absorbed as those that you must be speaking with.

MY heart goes out to the people in Georgia being attacked. But, my comment is about Senator McCain issuing this statement. The fact that you continue to put out these statements with strategic plans as opposed to vague nonsense is a fantastic example of your qualifications for the high office of President of the United States. This, Senator McCain is the type of thing that makes us so proud to support you. Keep up the good work. You DON'T need to be a young handsome celebrity type to be elected into office. Your experience, intelligence and strategy will lead you there, my man. We love you Sen. McCain!!! You, sir, are a real American Hero.

With the lack of stability in the world, it is more important than ever that we elect a person that knows how to deal with the world. While John McCain is getting his message out we have hardly heard a word from Senator Obama whom has chosen to make a vacation to Hawaii more important than the important affairs that we are facing. It reminds me of similar tactics that the Democratic congress has done led by Pelosi making a 5 week break more important than the real needs and security of the US.

Thanks John - well said. I appreciate the manner in which you consistently line out for us what you think should be done about things. I am tired of listening to Obama's broken record rhetoric. He sounds like he's reading from a pre-approved list of "good things to say during a crises"..... like a football coach who pulls a few out of his repertoire of cliches to rally the team.
He can talk for 1/2 an hour about the crises in Georgia and at the end of the press conference I am still left wondering, "So, what IS his plan anyway?"

Absolutely! We appreciate your prompt and direct statements, your vigilant concerns, and most importantly, your proposed actions regarding Russian's aggressions. In my opinion, Putin's intimate relationships with Chavez, Castro and other leaders who share Anti-American and Anti-Democracy sentiments have proved to be reason for alarm. Putin chose to offer his allegiance to the leaders of countries/regimes who continue to spread hatred of Americans and our free society. His friendships are with those who have threatened to "bring down America" while they exercised this freedom on American soil. Putin and his pals have made it clear that they will not rest until the USA is overpowered and they will fight ALL who who support our freedoms and democratic ways....including their own! So it is no surprise that Putin and his like, threaten to hurt our planet and world economies by destroying precious natural resources for the sake of their own power.


Leave it to Putin (to try to) overshadow the Olympics: the world's symbol of PEACE!!!
As the world watches, here is a chance for Putin to show his true colors to the color blind.


Senator McCain, our national security is at risk which is why we need YOUR experience, YOUR diplomacy, and YOUR strength! We don't need another war nor can we ignore the dangerous aggressions of our enemies.
