The bailout has been the next step in establishing a closed society, in other words a nondemocratic fascist state. The congress was threatened with visions of economic collapse and martial law if they did not pass this bill. According to Naomi Wolff whose authored the essay

Give Me Liberty: A Handbook for American Revolutionaries states in her interview that this is some of final steps in closing down an "open society". She explains how the threat of martial law and the new bill will give the president new powers in his position as commander and chief.
The first video is protesters outside wall street appropriately chanting "The Bailout is bullshit, you broke it, you bought it" (because the bailout WAS bullshit.. if anyone deserved bailing out it was the millions falling into --and those already in-- poverty.) The second Rep Kaptur explains the game. The third is Congressman Micheal Burgess declares that congress was put under martial law. The Fourth is Congressman Brad Sherman speaking about congress being threaten with martial law. The fifth is Democracy Now! Reporting about an army brigade being deployed on American soil to handle "crowd control".

Rep. Michael Burgess Declares we are under Martial Law.
On September 28,2008, while complaining about the 700 billion dollar Bailout of the United States financial system, and how he had been thrown out of numerous meetings because of expressing concern about that Bill, Representative Michael Burgess of Texas claims that Martial Law had been declared the night before by the Speaker. If he is referring to the Speaker of the House, that is Nancy Pelosi.
However, there is actually what is known as Congressional Martial Law.
This is what happens under Congressional Martial Law:
"Under the Martial Law procedure, longstanding House rules that require at least one day between the unveiling of significant legislation, and the House floor vote on that legislation — so that Members can learn what they are being asked to vote on — are swept away.
Instead, under 'Martial Law,' the Leadership can file legislation with tens or hundreds of pages of fine print and move immediately to debate and votes on it, before Members of Congress, the media, or the public have an opportunity to understand what provisions have been altered or inserted into the legislation behind closed doors. This procedure diminishes democracy."
So even if that is what he is referring to...it is still very disturbing. And we are certainly under the threat of Military Martial Law being declared.
They do not need an elaborate "false flag" attack, when crashing the economy without one would give them reason enough for Martial Law.

Here Mr. Sherman is referring to Martial Law not in the congressional sense, but rather in the traditional military sense. They used the fear tactic that if the bill did not pass their would be such panic that they would have to put the U.S. under martial law
