York rapper and winner of the 2008 Central Pennsylvania Hip-Hop award for Best Male Artist Phene will headline the High Off Life 2008 concert Friday at Club NV, 615 E. Market St. in York.
York artists Chantz Kacey and La'Chara will also perform. DJs Dub Floyd and Knowledge will provide the beats.
