The agreement sets out a new division of responsibilities for governments and establishes two working groups to consider ways of harmonising laws, fees and assessment processes for the adoption of children from overseas.
The accord also calls for more work on ways of improving the administration of intercountry adoption in Australia.
Attorney-General Robert McClelland welcomed the agreement.
