I just saw this, so I have to make a quick comment, though I will return to help keep this goin'.

As a reggae DJ, I have heard a lot of superb reggae tracks...I also have a hard time choosing favorites....

I would have to say there are a lot of music out there, but to me, something I can call a "Best" or "favorite" is sometihing that is timeless...
Sometimes it is a timeless artist or just a track or two.

"Favorites" can also capture a mood of the time and remind us that we do live in a moment.

With so many artists out there and new ones daily, it is easy to overlook some of the good stuff...like;

Cymande with such binghi chants as 'Pon de dungle' & 'For baby Woh (or Ooh)'. These kats are mostly old school reggae soul with a funk twist, then there's the strictly rootical chanting songs that project a parallel, earthy side.
Their ..style.. is unique and captures the time period, though I can still enjoy it today.

Son Beam working with Dub Station with such tracks as 'Dangerous' and 'Ghetto Life'.
I love this artist's ..style.., it comes heavy and mellow at the same time. Sweet voice with some nice beats to keep you groovin'.

Gigi, also know as Ejigayehu "Gigi" Shibabaw. This sistren used to sing for the Ethiopian Orthadox church.
She has her own ..style.., some tracks are more sorrowful ballads some are up-beat in tempo with Tabla Beat Science laying down the music.

...Hope you get the chance to check these artists...I'll return with more of my additions as they come to me.

Peace and Blessings
