Well,
After the third trip out by an Embarq technician I think our problems are solved.
Apparently our phone line was under several feet of water down in a manhole.
The tech did not feel like swimming so he used some magic to route us around that until they can pump it out and repair it proper.
For now we have phone and internet, and can accept credit cards again.
My fingers are so crossed.
