In the United States, the 1937 Marijuana Tax Act, Pub. 238, 75th Congress, 50 Stat. 551 (Aug. 2, 1937), was an important bill on the path that led to the criminalization of cannabis. It was introduced to U.S. Congress by "Drug Czar" Harry Anslinger, then Commissioner of the Federal Bureau of Narcotics.

The following are excerpts of Mr. Anslinger's testimony before a Senate hearing on marijuana in 1937:

"There are 100,000 total marijuana smokers in the US, and most are Negroes, Hispanics, Filipinos, and entertainers. Their Satanic music, jazz, and swing, result from marijuana use.  This marijuana causes white women to seek sexual relations with Negroes, entertainers, and any others."

"...the primary reason to outlaw marijuana is its effect on the degenerate races."

"Marijuana is an addictive drug which produces in its users insanity, criminality, and death."

"You smoke a joint and you're likely to kill your brother."

"Marijuana is the most violence-causing drug in the history of mankind."

"Medical experts agree on the complete unpredictability of the effect of marihuana on different individuals. A small dose taken by one subject may bring about intense intoxication, raving fits, criminal assaults. Another subject can consume large amounts without experiencing any reaction except stupefaction. It is this unpredictable effect which makes of marihuana one of the most dangerous drugs known. Moreover, every individual will react in a different degree to the same dosage of this narcotic, depending on his physiological and emotional constitution.

Ludicrous thinking, based on ignorance, racism, and the need to control the masses by manipulation and lies. Thank you Harry Anslinger for your war on the innocent! Let's hope today the public are willing to educate themselves before so harshly judging the cannabis plant. Maybe then we can stop imprisoning innocent cannabis consumers... by the way, can I refill your glass of wine?
