Ahh, a phishing expedition by Paypal, and it worked.  You sent them your email, real address, and phone number.  Just imagine what sorts of mailing lists that throwaway account is going to end up with now!

But seriously, it looks like a generic form letter designed to make idiots quake in their shoes.  Of course, all it got from you was a "(kindly) Piss Off!).  I'd imagine the volume of these emails approaches spammer volume, what with sending it to everyone/dog who ever used the Paypal logo on their page/blog. 
I'm sure someone at Paypal did some sort of cost/risk analysis and determined that it's easier to just spam the world (and the hosts of the world) with these letters and apologize profusely (albeit insincerely) to anyone who barks back.
