Is that a fancy name for Card Captors? Or did Clamp really re-use the name "Syaoran"? (I really want to see Card Captors.)

No, "Cardcaptors" and "Tsubasa (etc)" is not the same series. Clamp took the characters from Cardcaptors and put them into a new, more grown up manga series. Characters from all their storylines appear in Tsubasa, which is FRIGGEN AMAZING and like a billion times better than cardcaptors, which I really liked in the first place.
