CLOSE ALL KILL SHELTERS AND START ANIMAL SANCTUARIES

"The greatness of a nation and its' moral progress can be judged by the way its animals are treated." Mahatma Ghandi

We the people of the United States demand that all kill shelters be closed and animal sanctuaries be opened to replace them. We further demand that spayed & neutering be made mandatory for cats and dogs in all States and this be made State or Federal funded. We the people demand our own Pet Project for this is the only way we will ever see a light at the end of the tunnel.

We proclaim ourselves a super power while at the same time knowing no compassion or mercy. We ask that we rid America of this Shameful act and become a superpower of compassion for our domestic animals. (cats & dogs) We demand the no kill solutions now. We demand our Constitutional rights to join signatures and be heard. No more killing of these loving, loyal, faithful, INNOCENT creatures.

STOP GASSING ANIMALS! KILL SHELTERS ARE INHUMANE!

This petition is to make kill shelters in the United States illegal. Every 6 seconds an animal is killed at a kill shelter in the U.S. They are killing animals that are healthy and don't have behavioral issues. Some are inhumanely ending the animals lives by sticking them into a metal container, much like a dumpster, closing them in by holding down a cover and pump toxic gas into this containe r- an EXTREMELY painful death! Then they repeat this process with the next round of dogs on top of the dead! WHAT A SIN & A SHAME TO MANKIND!!!! The public needs to be made aware of this! US CONGRESS needs to do something to STOP this!!!

STOP THE BRUTAL ASPHYXIATION OF PETS IN YADKIN COUNTRY, NC

This video was filmed in the late 1990's at the Yadkin County, North Carolina Animal Shelter. This is their "Kill Box" and it is still in use today

..
..

Who dares stand before their Maker on the Day of Judgment, when their hands are stained bloody red from this legacy of torment, abuse, and destruction? The incomprehensible torment visited upon the blameless pets of Yadkin County, North Carolina, may not go unchallenged.
Can we hold our heads high, in Twenty-first Century America, when the blameless, the vulnerable, the orphaned and the friendless, perish gasping in the steel confines of the Yadkin County Animal Shelter Carbon Monoxide Gas Chamber?

We, the undersigned, do hereby:

RESOLVE, that the Yadkin County Board of Commissioners, the Yadkin County Animal Shelter, and all relevant and responsible authorities, must cease at once the barbaric slaying of Yadkin County pets in the carbon monoxide gas chamber; and we do hereby further

RESOLVE, that euthanasia, when unavoidable, all reasonable alternatives having been exhausted, should be effected by use of the use of pharmaceutical injection, of such humane lethal agents as intravenous sodium pentothal; and we do hereby further

RESOLVE, that no one who could witness the terrifying destruction of these trusting, innocent animals would go unscarred, and that perpetuation of these methods inflicts psychological damage on all who are ordered to perform the deadly deed, if any humanity yet lives within them; and we do hereby further

RESOLVE, that such inhumane and unconscionable practices are a blight upon the imaginations and souls of our children and grandchildren, whose nightmares are ever plagued by monstrosities such as these; and we do hereby further

RESOLVE, that the animal welfare community will be prepared to applaud and commend Yadkin County for its care, kindness, and compassion, when it has accomplished these critical tasks.

ESTABLISH FEDERAL LEGISLATION TO END THE USE OF GASSING CHAMBERS AS A MEANS OF EUTHANASIA

Innocent Souls (Dogs & Cats) killed at the shelter and then thrown away like trash.

Every day across the United States, thousands of unwanted dogs and cats are put to death by use of gassing chambers, an unnecessarily cruel and horrible manner of death. Gassing chambers are atrocious and cause great amounts of stress and prolonged agony to the animals. They are sometimes ineffective in their task, necessitating its repeated use on the animals who simply did not die.

We hope to make residents of states who still employ this barbaric form of death aware of the fact and hope to enlist the help of many of our citizens who want this horrible form of death to be abolished to let their legislators know our feelings.

STOP GASSING ANIMALS IN NORTH CAROLINA

CAN YOU IMAGINE BEING THROWN INTO A HUGE METAL BOX WITH A HALF DOZEN OF OTHER FOLKS, JUST THROWN IN ON TOP OF ONE ANOTHER AND HAVING THE LID CLOSED. IN TOTAL DARKNESS YOU'RE SCARED AND YOU CAN HEAR THE WHIMPERING AND CRYING OUT OF THE OTHERS IN THE BOX. "WHAT IS GOING ON ?, WHY ARE WE IN HERE?". THEN YOU ALL START TO COUGH AND CHOKE, THERE IS NO AIR TO BREATHE, YOUR LUNGS FEEL LIKE THEY WILL BURST ANY SECOND. YOUR EYES AND NOSE ARE RUNNING AND YOU LOSE CONTROL OF ALL BODILY FUNCTIONS. THE STENCH IS UNBEARABLE AND THE SCREAMS AND CRIES ARE EAR SHATTERING. THEN IT STARTS TO GET QUIET, ONE BY ONE THE OTHERS STOP THEIR WIMPERING AND THOUGH DISORIENTED AND UNABLE TO MOVE YOU TRY TO MAKE SENSE OF WHAT IS GOING ON.....AND THEN THERE IS LIGHT, THE LID COMES UP AND HOPE RISES THAT WHATEVER HAPPENED IS ALL OVER AND IT'S TIME TO GET OUT OF HERE. BEFORE YOU CAN GET ORIENTED AND FIGURE OUT WHAT TOOK PLACE, ANOTHER SIX SQUIRMING AND WHIMPERING LIVE BODIES ARE TOSSED INTO THE BOX ON TOP OF YOU, THE LID CLOSES AGAIN AND THE HORROR CONTINUES. YOU'RE BARELY CONSCIOUS AND LOSE TRACK OF HOW MANY TIMES THIS PROCEDURE WAS PERFORMED BEFORE YOU FIND YOURSELF OUT IN THE LIGHT BEING STUFFED IN A HUGE PLASTIC BAG AND DISPOSED OF AT THE DUMP. YOU'RE TRYING TO MAKE NOISE, PLEADING THAT SOMEONE WILL REALIZE THAT YOU ARE STILL ALIVE BUT YOU CAN'T.

YOU'RE TOO WEAK AND SUFFER NEUROLOGICAL DAMAGE FROM THE GAS. EVENTUALLY YOU DIE, SUFFERING TERRIBLY AMIDST A PILE OF DEAD BODIES.....AND YOUR LAST THOUGHT IS WHAT DID WE DO TO DESERVE THIS ? THE ANSWER IS NOTHING...YOU DID NOTHING WRONG. YOU'RE PAYING FOR THE SELFISHNESS AND IRRESPONIBILITY OR HUMANS.

EVERY YEAR COUNTLESS INNOCENT ANIMALS ARE PUT DOWN IN THIS CRUEL MANNER AND THEY SUFFER UNBELIEVABLE TORTURE...THIS IS NOT ACCEPTABLE AND WE HAVE TO CHANGE THE LAWS.

THE ANIMALS DON'T ALWAYS DIE FROM THE GAS. I KNOW PERSONALLY OF SEVERAL CASES WHERE PEOPLE HAVE FOUND LIVE DOGS IN THE BAGS AT THE DUMP. THESE DOGS ARE ALWAYS PERMANENTLY DISABLED FROM THE EFFECTS OF THE GAS. ALL ANIMALS DESERVE MORE THAN THIS AND WE AS CARETAKERS OWE THEM MORE. PLEASE TAKE THE TIME TO SIGN THIS PETITION AND HELP CHANGE THE EUTHANASIA LAWS IN GASTON COUNTY, NORTH CAROLINA AND THE REST OF THE COUNTRY.

STOP THE GAS CHAMBER AT THE STANLY COUNTY ANIMAL SHELTER

This photo shows the strange gas chamber used to kill thousands of unwanted animals at the Stanly County Animal Shelter in Albemarle, North Carolina. Can you imagine watching dogs and cats being put into this awful, tilted metal box to die?

Please contact the government officials and politely encourage a change to humane euthanasia by injection for the animals that are not adopted from the shelter.

As always, please do your part to control overpopulation by spaying and neutering your pets! Save a shelter pet instead of buying from breeders and pet stores. Help stop the suffering today.

BAN THE USAGE OF GAS CHAMBERS IN THE DAVIDSON COUNTY ANIMAL SHELTER

Is this truly how far we have come as a society, to insure suffering upon an animal at its last moments on earth, all because of our failure to be responsible pet owners? This is appalling, especially considering the fact that North Carolina doesn't even offer this horrifying death as an option for its convicted murderers. People who rape and kill children have a more merciful death than animals, whose only crime is not having anyone to love and take care of them.

This county needs to enforce animal cruelty laws and focus on adoption and prevention methods, something that the sheriff's department is not doing. We need to put someone in charge who has the animals' welfare as a priority, because animals do have feelings, too. They protect us, our children, find drugs and bombs, provide services to the disabled, and they are loyal and offer unconditional love to people regardless of race or gender. They too deserve respect and dignity. If we focus on prevention and adoption methods, having to euthanize animals could become a thing of the past, but in order to get here, we must be willing to set a goal and work towards this solution.

BAN THE GAS CHAMBER AND INHUMANE TREATMENT AT TRUMBULL COUNTY DOG POUND

The dogs housed at the Trumbull County Dog Pound in Warren, Ohio are euthanized by gassing. Their screams have been heard by a volunteer while they were slowly dying. Not only do the dogs face the gas chamber, they are treated inhumanely while they are there. Dogs are forced to lay in their own waste, dogs are kenneled together and fight but not separated, injured or sick dogs are left untreated, kennels are hosed down while the dog is still present, females in season are housed with intact males, the list goes on and on.

Please sign our petition so that the dogs who are unfortunate enough to end up at this dog pound are treated humanely by the staff and if they are to be euthanized they pass on peacefully by lethal injection.

STOP GAS CHAMBER EUTHANASIA IN MICHIGAN

I WAS SAVED FROM BEING GASSED

I am writing this petition crying out for the help of the people to help stop the inhumane euthanasia of animals by gas chamber. Hundreds and maybe even thousands of animals each year are placed in the gas chamber of Berrien County Michigan Animal Control to die. The entire process of gassing these animals can take as long as 40 minutes to complete. While the animals are in this gas chamber even before the gassing begins the animals can get very frightened and start to fight and as the gas starts to fill the chamber the animals start to howl for release.

We need to urge all the Animal Shelters that use this method of euthanasia to switch to a more humane euthanasia process like sodium pentobarbitol injections which euthanizes the animal within seconds. This process is painless and the animal has no suffering whatsoever. The animal is also held with compassion by the members of the shelter staff as the animal passes on. Please I urge you help us combat this inhumane and unethical act of euthanasia and urge them to consider a more humane method.

SUPPORT BREVARD COUNTY ANIMAL SHELTERS GO NO-KILL

Brevard County in Florida has an extremely high pet over-population and equally high kill rates. In Brevard over 10,000 animals are being euthanized annually. We plan on scheduling a meeting with the commissioner about wanting ALL shelters in Brevard to go No-Kill. No-kill has been done and can be done. Let's do what is right for the animals who deserve the quality care and life they deserve. There is no excuse for putting animals down. Let's tell our county that we are fed up with the inexcusable killing of healthy and adoptable pets!

Just between the South and the North Animal Care and Adoption Centers in 1/1/06-12/31/06 a total of 15,821 cats and dogs were brought to the shelter. Out of the 15,821 cats and dogs, 10,013 were euthanized making it 63% destroyed! This is just in 2006 and 2007 is even higher (statistics not available yet).

Thank you for reaching for a better tomorrow! To read more details on No-kill shelters go to http://nokilladvocacycenter. org/

STOP THE USE OF GAS CHAMBERS AS A METHOD OF EUTHANASIA IN UTAH

It has been shown in the Utah State Statutes that gassing is an unacceptable method of euthanasia in animal shelters. Research has shown that people have died, had ongoing health problems, fertility problems, etc. from exposure to the CO2 gas. It has also been shown that it is not a quick, painless death. Euthanasia is defined as "The Good Death". Gassing is not what would fit in this category. It is not something that is easier on the person euthanising the animal. The animal dying can scream, bang it's head against the door, and scratch. This is something that we have outlawed for our prisoners, why are we using such barbaric ways to euthanize animals?

STOP USING GAS CHAMBERS TO KILL ANIMALS AT THE ST. JOSEPH, MO ANIMAL SHELTER

We have been working with veterinarians, city government officials, and citizens in St. Joseph, MO to change the present local laws and ordinances, and to ban the use of gas chambers to kill animals in the city's shelter.

We have shown that THE SAFEST AND MOST HUMANE WAY TO EUTHANIZE AN ANIMAL IS BY LETHAL INJECTION. A letter has been sent to each city council member.

We have contacted the city officials about the fact that the shelter still uses the gas chamber and to educate them as to its DANGER TO HUMANS and to show that it is indeed INHUMANE. Maybe you live in St. Joseph and are not aware that they are using this outdated, inhumane method. St. Joseph's shelters is one of the few shelters in all of Missouri that still uses this barbaric inhumane method to kill animals.

BAN THE GAS CHAMBER IN JOHNSTON COUNTY

The Johnston County animal shelter continues to kill unwanted animals in the GAS CHAMBER. Even the sick, injured, pregnant, puppies, and elderly animals are put to death by gas. I'm just one concerned citizen who wants this changed to euthanasia by injection. This method is painless, faster, and more cost effective. It would put an end to the suffering that accompanies death in the gas chamber. Our county euthanizes 3000 per year. This method is considered by many to be outdated. Animals in a gas chamber do not die quickly or painlessly. They struggle for breath. They claw to get out. This is not a pretty site and will stay with you for a very long time. When animals inhale carbon monoxide, they can suffer convulsions, vomiting, angina, and muscular spasms. Some will not die the first time.

BAN THE CARBON MONOXIDE GAS CHAMBER FOR EUTHANASIA IN MACON, GEORGIA

Georgia banned most animal gas chambers in 1990. Macon continues to use a gas chamber under one of the few exceptions. Gas chambers are a cruel and outdated method of euthanasia of animals. Lethal injection is a much more humane, less expensive alternative.

Gas chambers also place shelter workers at risk of CO poisoning when they load and unload or clean the gas chamber, breathing in low levels of the gas on a regular basis. In Tennessee, a shelter worker died from CO poisoning from the gas chamber. As a result, Tennessee has banned the use of gas chambers.

The use of the gas chamber causes great psychological suffering for many shelter workers. Animals do not lose consciousness or die until there is a build up of the CO gas in their lungs. Shelter workers have documented that until that build up happens, they hear the piercing cries, howling, frantic calls, scratching and panic of animals. It is not uncommon for shelter workers to have to gas some animals a second time.

STOP THE SECRECY AND KILLING IN ANIMAL SHELTERS

A staggering number of cats are killed in shelters each year. And the majority of these killings happen in secret, away from the public eye and off the record. That's because only a few states require animal shelters to keep records and publicly report the number of cats they kill each year.

You have a right to know what is happening to the animals in your shelters and how your tax dollars and donations are being spent. You can demand that policies change. A revolutionary change in shelter practice and policy is needed. Pledge to make this happen at your local shelter by contacting them to:

* Find out their policy on keeping records of how many cats they kill (if they do not have a no-kill policy).

* Encourage them to make this information publicly available.

* Support humane methods of care, such as affordable and accessible spay and neuter services and Trap-Neuter-Return programs.

PLEASE TAKE ACTION AND STOP THE KILLING OF CATS!

More than 70 percent of all cats brought into our nation's animal pounds and shelters are killed - feral, stray and owned cats. Everyone deplores this killing. Many characterize it as a "necessary evil". There is nothing necessary about this evil. Today's animal control system developed over 100 years ago to address certain serious harms that dogs posed to humans. It was, and is still today, based on ownership of animals.

Animal control laws attempt to control animals by controlling their owners. Animals who do not have owners or whose owners cannot comply must be either adopted or killed. The fate of our nation's cats is changing - due to a massive grassroots movement to stop the killing of cats across the country. Sign the pledge to show that you want the killing of our nation's cats to stop. You can be a part of this life-saving grassroots movement!

STOP INHUMANE EUTHANIZING OF ANIMALS IN SHELTERS

The mission of this petition is to stop the killing of adoptable animals in shelters. We are asking that every county in every state stop euthanizing adoptable animals in shelters. Every day there are thousands of animals that are dragged into gas chambers, stuck with heart sticks or euthanized by lethal injection. There are approximately 5 million dogs and puppies and many more millions of cats and kittens that are needlessly put to death every year in this country alone. America needs new and relatively obvious laws--such as laws making it mandatory to spay and neuter every adopted pet and outlawing puppy mill breeding. These two changes would drastically reduce the huge numbers of animals being taken in to the shelters annually.

Most people care deeply for their pets and for animals in general, but they are unaware of how many are put to death--some by horrifically inhumane means every day. Please sign this petition to end the currently legal and inhumane killing of these loving animals--they are counting on us to save them! What an undertaking we are undertaking. But what a glorious feeling we will have when the impossible is achieved! And we can do it! It takes effort by everyone, to contact not just their friends, but their friends of friends! This grassroots effort could really give us the miracle these animals need. Thank you for signing this petition and for caring.

USAP Press Release
The Official Press Release from United States Animal Protection, Inc.:
1
Thousands of Animals Were Dragged to Their Deaths and Suffocated in this Gas Chamber. This Will End Forever July 1st.
Please call the county manager and ask this chamber be disassembled and removed immediately.
Please ask them to confirm when this gas chamber is sent to the landfill and destroyed.
We do not want another animal to ever suffer in this chamber. It is time a spay/neuter ordinance is implemented in Griffin, GA. Speak to the county manager about making needed changes in this county that will curb the pet over-population problem. Please continue to rescue from Spalding. It  is still a high kill shelter..
God Rest the Souls of the Animals that Suffered so Horribly in The Gas Chamber. God Heal the Souls of the Rescuers that Understand and Feel Their Pain. Help us find the strength to fight another day for the animals.
U.S. Animal Protection has been in negotiations with the county manager and county attorney of Spalding County, Griffn, GA. Animal Shelter to end the gassings of animals.  USAP expressed severe opposition to the gassing of animals and exposed the shelter for cruel killngs.
Dr.Hopkins (assisted the Congressional review of the Animal Welfare Act revision), Hillarie Allison, Founder of Rescued Unwanted Furry Friends Foundation and I, all members of U.S. Animal Protection, released publicly an immediate cease and desist letter to end gassing at the Spalding County Animal Shelter.
Dr. Hopkins and I educated the county attorney, the county manager and local sheriff about the inhumanity and cruelty of the gas chamber. I referred the county officials to the  “Euthanasia Manual” by Rebecca Rhodes which proves injection is less expensive and more humane than gassing.
I made the county officials aware of my intentions and that I would be contacting a regulatory agency. I contacted  the Office of the District Attorney and the GBI regarding the cruelty occurring in the Spalding County shelter as well as other shelters in the state of Georgia. We reminded the office that gassing was now illegal in the state of Georgia.
Georgia shelters must be exposed for cruel killings. The cruelty must be brought to light before we will see the county officials make the necessary changes from gassing to IV injection.
While we at USAP oppose the killing of healthy animals, we are realistic and know that killing will continue in Georgia shelters. We must at least see that they will not suffer when they are euthanized. We at USAP will work with county officials to implement a mandatory spay/neuter ordinance in Spalding County, Georgia.
Cruel killings occur in many shelters throughout the U.S.  Cruelty in animal shelters must be exposed before we will see an end to all shelters that kill by cruel methods.
USAP members put tremendous pressure on Spalding officials, so much so that county officials agreed to stop gassing animals. On July 1st gassing will end forever at the Spalding Animal Shelter.
After many years of cruel killings by gas, we have shut down the Spalding chamber forever.

Event: Gas Chamber Demolition!
04/10/2009, 11:34 am
Central Services & Macon Animal Control is poised to move forward with building modifications to end the gas chamber and switch to euthanasia by lethal injection.
This represents a lot of selfless effort and sacrifice on the part of many volunteers in our community. We will mark this transition with a press conference/demolition ceremony on Monday, April 13, 11:00 a.m., at the animal shelter.
Notice will be sent to the media, and please spread the word to any/all you feel would be interested.

One Animal Control Officer’s Story

My name is Linda Cordry and I’m an animal control officer in Liberty County, GA.  I’ve used both methods of putting animals to sleep and I prefer using lethal injection 150% over the gas chamber. I know from firsthand experience that the gas chamber is a barbaric piece of equipment.  Lethal injection properly administered to sedated animals delivers death rapidly compared to a gas chamber.  The latter takes a minimum of 20 minutes and it is not uncommon for it to take as long as 45 minutes, depending on the size, age and health of the animal.  Sometimes it is necessary to gas an animal two or three times before they succumb.

I can say without qualification that being killed in a gas chamber is terrifying for the animals and heartbreaking for the humans involved. It is extremely inhumane to both human and animals. It is the ultimate nightmare, and no horror film could even come close to depicting the experience.

Those opposing the use of the gas chamber will ask the question: “If gas chambers are so humane, why don’t veterinarians use them in their practices to euthanize animals?”  Those supporting the use of the gas chamber will answer:  “Vets don’t use the gas chamber to euthanize animals because the equipment is expensive and they would not use it enough to warrant the cost of  the purchase.”  Well, I can tell you for certain that the reason veterinarians do not use gas chambers in their private practice is not because of the cost.  It is because the cries coming from the dying animals are horrendous and would be offensive to the vet’s customers.  Having a customer hear his or her pet/family member crying out in terror and pain, when they are paying good money to have them humanely “put to sleep”, just wouldn’t do!

By contrast, having properly trained personnel euthanize dogs and cats once they have been adequately sedated is much less stressful.  Those opposed to the gas chamber ban will argue that sedating the animals properly is too expensive, but it’s not.  It takes very little of the drug used in this humane step prior to administering the lethal injection, and it is a small price to pay for lessening the suffering of both the animal and the human.

The countless number of perfectly healthy cats and dogs that have been killed in gas chambers is heart wrenching, to say the very least.  It’s a big part of the reason I have been involved in animal rescue work for the past 10 years.  The day I witnessed a dog survive the gas chamber is forever indelibly written on every fiber of my being (http://www.wtoctv.com/Global/story.asp?S=5297862 and http://www.wtoctv.com/Global/story.asp?s=5183653.)  I am ashamed that the county I work for was grandfathered in when the Humane Euthanasia Act was passed in 1990 and then allowed to install a new chamber in 2002 – clearly against the law (http://www.blufftontoday.com/node/13147).

Gassing animals is a horrific experience and something I will NEVER, EVER be a party to again!

There is so much misinformation, and some bald-faced lies, circulating about the gas chamber, perhaps because people just don’t want to believe the ugly truth.  Contrary to one of the myths being told, animals DO NOT just fall asleep once they are placed in the chamber.  Dogs cry out in fear and whine and growl and fight desperately to get out!  Their bodies are trying to shut down and they don’t understand why.  The cats climb the cart walls, meowing continuously, crying pitifully.  Cats should not be put in a gas chamber with dogs, but since there are no standards and/or regulations enforced with respect to the use of the chamber, one can only guess what really goes on.  When it is not even known how many chambers are actually in use in Georgia, who can claim to speak the truth other than those who have actually walked the walk?

No matter the species, gender, size, health or temperament of the animals, they suffer terribly!  They claw, climb, and try to stay awake. They writhe and vomit and urinate and defecate on one another. Believe it, I speak the truth!  Does this sound like peaceful and painless death to you?

Rabbi’s Letter

Please read below a powerful letter written by Macon City Council member, Rabbi Larry Schlesinger, to Representatives Tom McCall and Terry England, Chairman and Vice Chairman respectively of the Georgia House Agriculture and Consumer Affairs Committee .

Rabbi Schlesinger wrote this poignant account to urge a ban on the use of the gas chamber at Macon City Animal Control.   His testimony is based on a mass execution he chose to witness last month at the city pound so that he could fairly assess the chamber issue being considered by the Macon City Council.

I never associated the sound of  ’squealing’ with dogs until I witnessed (in my role as a newly elected Macon city councilman) our Animal Control Office’s carbon monoxide gassing of 17 dogs some two weeks ago.
The sounds of shrilled panic and desperation that I heard through the gas chamber’s thick cinderblock walls clearly indicated to me that those canines were quite alert and conscious that something terribly out of the ordinary was happening to them.  Their chorus of ’squealings’ continues to haunt me, and as a result, I am thoroughly convinced that there is nothing at all ‘humane’ about this practice.
I would strongly urge you not to let House Bill 1060 purposely die in your committee; instead, please do the right and conscionable thing by doing your part to put an end to what is truly a cruel and rather regressive procedure that is still practiced in some lingering corners of this state.

Grace’s Law

A Bill to Kill Georgia’s Gas Chambers

The Background – Georgia’s 1990 Humane Euthanasia Act (HEA) banned the use of gas chambers to kill unwanted animals in animal control facilities with two exceptions: Counties with less than 25,000 residents were exempted and larger counties using chambers prior to1990 were “grandfathered in” by written request, but were not supposed to replace their chambers.  In 2007, the Georgia Department of Agriculture (GDOA) was charged with multiple violations for not enforcing the HEA.  Today, nearly 20 years after Georgia’s partial ban, an estimated 20 gas chambers remain in use.  During Georgia’s 2008 General Assembly, HB Bill 1060 was introduced and heard once.  Its passage would have closed the loopholes in the1990 law.

The Facts – During the 20 years following the enactment of Georgia’s ban on gas chambers, research and experience have consistently supported an argument against their use.  In 2007, the American Veterinary Medical Association (AVMA) published AVMA Guidelines on Euthanasia, a comprehensive study which includes recommendations for all methods of euthanasia.  Among the Guidelines are specific requirements regarding the construction, operation and oversight of gas chambers.  Experts impaneled by the AVMA have repeatedly concluded that “intravenous injection of barbituric acid derivatives (e.g., sodium pentobarbital) is the preferred method for euthanasia of dogs and cats.”  Also, recent cost studies comparing euthanasia by injection (EBI) to euthanasia by gas chamber found EBI the less expensive method.

Many gas chambers in Georgia are decades old and a shocking number of them are actually homemade.  Gas leaks from such chambers heighten the risk of carbon monoxide poisoning for shelter workers who unknowingly breathe in low levels of gas on a regular basis when they load, unload and clean the chambers. There is no documentation available to prove any of the estimated 20 chambers still in use are in compliance with AVMA recommendations since the GDOA neither regulates nor monitors the equipment used.

A gas chamber is hazardous to personnel and inhumane to animals, even when used properly. Those who believe that animals simply “go to sleep” have not witnessed the horror of the gas chamber. Those who have witnessed gassing describe the experience as torturous to animals and highly stressful to humans.  In recent years, documented cases have been reported of a human death and injuries, gas leakages, chamber explosions, animals surviving gassings and being re-gassed one or more times, and related trauma suffered by both shelter workers and animals described.  Such reports have prompted several states to switch from euthanasia by gas to EBI.

In 2006, Liberty County Animal Control shut down their gas chamber – illegally installed in 2002 – because a tri-colored hound survived a gassing. This event exposed gas chambers as an unreliable method of euthanasia, and coupled with the trauma suffered by LCAC shelter workers, was the catalyst for the Liberty County shutdown.  The hound dog, dubbed “Amazing Grace” by LCAC shelter workers, was the inspiration for naming this bill.

Yet, Georgia continues to spend taxpayers’ dollars to fund animal control facilities that gas healthy, friendly animals to death by the thousands!  Knowing the facts, why does Georgia persist in using this barbaric, outdated, shameful practice that would not be authorized by FEMA, even under the conditions of a national disaster?

The Solution –  For Grace’s sake, let’s close the loopholes in the1990 Humane Euthanasia Act and shut the door of every gas chamber in Georgia forever.  Grace’s Law will end dialogues that treat the symptoms of animal overpopulation and shift the focus to its causes.

Grace’s Law – A Bill to Ban All Animal Gas Chambers Still in Use in GA

HEALTH AND SAFETY –There is ample documentation to show that gas chambers are dangerous for shelter workers and inhumane to both workers and animals, even if they are used properly.

·           A major health risk for workers is they unknowingly breathe in low levels of poisonous carbon monoxide gas on a regular basis when they load, unload and clean the gas chambers.

·           Carbon monoxide gas is cumulative in the bodies of shelter workers and long-term effects may include cancer and cardiovascular diseases (1993, 2000, 2007 AVMA Euthanasia Reports.)

·           Old and/or non-commercial gas chambers are at greater risk of malfunctioning, exploding or leaking gas, heightening the risk of carbon monoxide poisoning.

·           Personnel charged with gassing animals and other witnesses to the procedure have described the gas chamber as torturous to animals and highly stressful to humans.  http://www.care2.com/news/member/148071023/524318; http://www.freewebs.com/animalshelternews/columbus.htm

·           Read actual newspaper articles describing death by gassing in San Antonia, TX, and McDuffie County, GA. http://www.treshanley.com/cic/gas.html

·           AVMA Guidelines consistently support lethal injection as the preferred method of euthanasia for cats and dogs.

COST – All factors considered, lethal injection is a less expensive method of euthanasia when compared to the gas chamber; workers can be trained for about $255, and when the drug is properly administered to sedated animals, it takes less time than the chamber takes, and is far less stressful to both workers and animals. Attached is a recent cost study done in NC which shows EBI is less expensive.

GA ALREADY BANS MOST GAS CHAMBERS.  Grace’s Law would close the loophole that allows about 20 chambers to continue operating.  Despite their danger to shelter workers and cruelty to animals, Ga’s remaining gas chambers are not clearly regulated.  Most are now 20 or more years old.

·           On February 1, 2008, following the discovery of a leaking gas chamber seal, Clayton County, GA, began using lethal injection performed by a state certified and licensed veterinarian as the primary means of animal euthanasia.

·           In June of 2008, the Macon City Council unanimously passed an ordinance to end the use of the gas chamber at Macon Animal Control by July 1, 2009.

·           Grace’s Law is named after a hound who survived Liberty County’s illegally installed gas chamber in 2006.  Liberty County, GA, stopped using the gas chamber after Grace survived the ordeal.

·           Tennessee banned gas chambers after a worker died from carbon monoxide poisoning in 2002.  Several other states ban gas chambers, including Florida, Indiana, Nebraska, and Colorado, among others.

·           On February 13, 2008, the Virginia legislature passed a ban on the gas chamber.

·           On January 28, 2009, HB 6, named Davie’s Law after a puppy who survived gassing, was filed in the N.C. House.

I would like to point out that these petitions are not aimed at the very many excellent shelters that give all animals a high standard of care, the best chance of being adopted, & spay/neuter all pets they adopt out. No offence is intended to these good shelters.

The shelters targetted by these petitions are funded by the American government to gas the animals in this inhumane way. It has been shown by studies done by some of the petitions sponsors that this funding could be used more cost effectively in mandatory spay/neuter policies, subsidised spay/neutering, humane euthaniasia by injection where necessary, and sanctuaries for the remainer waiting for adoption, or disabled animals. Also breeders should be banned.

Thank you for this posting on the Good shelters - I do work at a No-Kill Shelter and I do think it is one of the best ones around. We have had so many compliments on the way the animals are treated there - the dogs are allowed outside all the time. We have a HUGE run for them to play in . Cats are also allowed to come out in the room they are in - they are not caged up all the time. Of course we dont let them all out at the same time - only for health reasons of the cats (they spread colds and such much more easier when they are all out). But I have been there for 3 years now and the only ones that are put to sleep are the ones that are very ill or ones that just cannot be helped :( I know it is a horrible decision to have to make when it does come to that. We do not use the "gas chamber" our shelter manager takes them to the vet and she is with them when they are put down. We also make sure that ALLL the animals are spayed and nuetered when they leave the shelter - that is in the adoption of the animal.

So thank you again for making this posting on the GOOD shelters out there!!

Many blessings to you and for all that you do.

Post a Lot of Bulletins

This pet overpopulation is terrible, if more people knew what horrid conditions these animals face in shelters they wouldn’t be opposed to spaying and neutering their pets. I just wish people who dump of their pets at shelters would see what sad and terrible hell they passed upon their FURiend. People need to realize that a pet is a lifelong responsibility and not just because one can no longer deal with their friend, that its ok to dump them at the shelter. It doesn’t work that way, they are lifelong companions. Thank you for posting this!

Thank you for taking the time to put this all together. You are truly dedicated to helping the animals. I might include horses in here as well.

I have been looking for a place to sign to stop the gassing of animals..it is completely 100% barbaric and gross and just downright disgusting.

As Chief Seattle said, " WE did not weave the web of life, we are merely a strand in it and what we do to the web we do to ourselves...."

Bravo to you sister on the great work and dedication.

Prayers for you and the blessed animals.

This is why it hurts me so bad to imagine their fait!!!!!! (It is so creul!) O.K. put yourself here.............................in a strange smelly cage,..................................you are being grabbed by a stranger or someone you think you can trust and being dragged then shoved into a small place pack with other animals that reeked with fear, yelling, snapping, biting, hessing, growling, at you and the smell of death then choking, gasping for your last breath as your eyes strart burning and nose and throat not knowing what the heck is happening (because its not a natural phenomena) and then you and others all start panicking, thrusting around, seizing, vomiting, howling, whining out loud just before passing out! And all because its less time consuming and lower cost on budget. If the world did shake us all off like a bad case of fleas……WE EARNED IT TEN FOLD FOR NOT DOING ANYTHING!!!!! O___o

Lets stop all the killing. And start putting money into spay neuter clinics. It works. An animal never chose to come into this world. We need to take care of them. Ever wonder why everybody loves babies and puppy's?
Because they are innocent.

Thank you so much for all of your work and all that is done to help these innocent animals. All of my dogs are rescue dogs...they are the best! They seem to know they were given a second chance!

I signed all of the open petitions and passed them along to friends. I would also very much like to see spay/neutering as an alternative to kill shelters. It cuts down on the senseless killings, it prolongs an animals life. GA does have an organization to help with costs of this. I went through them for each of mine and donated additional to what they were asking, to help other pets.
