He says his German ancestry is superior to others, as he compares himself to "Hitler." He has good reason to compare himself to Hitler - he has taken control of the entire city. With talk of city-wide chemicals used to keep the public oblivious, he has conspired with various City and PG&E employees in having the entire city rebuilt on top of a new water system.
Wilbert G. Swieso, former employee of the City of Fresno, boasts of 50 yrs behind this operation. He is laughing at the public for being so oblivious. He refers to city officials as nothing more than "puppets" who are too incompetent to catch or stop him. It appears that he involves them just enough ..... then behind their backs he takes things further. With altered public records to cover up the evidence of what is taking place, he says NO ONE will EVER figure it out. Secret water diversion.
He took me for a tour of where the water is being re-directed, boasting that no one is as brave as he is when it comes to breaking laws or bypassing water rules and regulations. Carrying on that he finally completed the project that others told him was "impossible." Nothing is impossible when you have the brains and balls this man has.
And let's face it - no one oversees what Public Works does - there appears to be no accountability, which is why the risk analysts, (including Kerry Trost) committed perjury followed by death threats when this was reported.
This is how Olive Ave. was widened without leaving witnesses or complaints.
With more altered parcel maps and aerial views, Public Works denied that Olive Ave. was widened! It was widened one block at a time, to avoid calling attention, as the water system was secretly replaced. The City's own unaltered water layout verifies the replacement of the water system as well as the street widening! This is why the parcel maps no longer line up to the sewer layout.

Residential streets also widened, which entailed cutting lawns back. Alleys were narrowed to compensate. "Planted" occupants used as "credible witnesses" that THIS did not take place.

Whether in-between sales or under the guise of "renovations", every property must undergo major reconstruction in order for this operation to be carried out. Yet there are no permits or inspections on record for any of this. Instead, parcel maps are altered in escrow to line up to the new property lines. Altered parcel maps are then used as "evidence" that neighbor's properties are overlapping - threatened with lawsuits if they do not rectify the problem at THEIR expense! Forgeries and illegally-altered legal documents are also knowingly recorded. Aerial views are altered to make it appear that things have always been this way. Properties continue being resold as "original" to unsuspecting buyers. The "planted" occupants relocate to the next area being turned inside out - no complaints or witnesses left behind.
With older records covered up with the revised records, the City of Fresno denies all knowledge and/or responsibility for the building, environmental, safety and health code violations. While residents are assured of quality service and maintenance of the water system, property owners are constantly reminded that they are responsible to maintain the (clamped) sewer and water lines on their property.
