The New London High School motto is this:
Whole Community
Honoring Diversity
Academic Achievement
Life Long Learning
Education Excellence
Respect
Student Success
The Merriam-Webster Dictionary defines the word as follows:Definition #2 a: the head of a division, faculty, college, or school of a university b: a college or secondary school administrator in charge of counseling and disciplining students.

Unless you happen to be a student at New London High School that is. Dean Svencer’s job description apparently leaves out the part regarding disciplining of students. Let me explain:

During the course of this school year, Dean Svencer, has willingly and knowingly allowed our daughter to endure constant and continued harassment at the hands of another New London High School student and has, by his account, been impotent in the situation due to School Policy which clearly states that students have the right to learn in a safe environment.

According to the
"New London High School Discipline Matrix": Threats/Hostile Environment with a first time punishment of 3-10 suspension, the same for each offense thereafter.  Bullying/Threatening carry the same punishment.

Yet, Dean Svencer has allowed a student, for an entire year despite numerous telephone calls to him and complaints, to constantly and continually harass and threaten my daughter to the point where she’s afraid to go to school, will not participate in class fields simply because she’s afraid of what will happen with this student when they are ‘off school grounds.’   According to Dean Svencer, “since it’s just verbal”,  “School Policy” has “tied his hands”.  I wonder if we’re reading  the same booklet put out by the New London Public School system for that’s simply not my interpretation. I suppose nothing more could be expected from an administrator in a town that can’t even rid itself of Jack Cochran.

Dean Svencer is boorish and rude to say the least and insensitive to say the most.  He has shown absolutely no comprehension of the situation, and indeed, treats the situation (and my daughter) as though these illegal activities against  are nothing at all and we are in the wrong for wanting our daughter to be protected during school hours. Dean Svencer appears not to have any concept of the requirements of his job nor does he appear capable of carrying them out to any effective degree.

As for the Whaler’s Motto, I do not know about the first four, but I am certain that they are failing at the last three.
