The Quorum Report has posted that Senator Kyle Janek (R-Houston) will fillibuster the State's budget. Burnt Orange further reports that this filibuster might actually be in response to the House's chaos; however, the Houston Chronicle's Kristen Mack believes it might actually be because the budget doesn't provide sufficient reimbursement to counties for indigent care.
Nonetheless, Lt. Governor David Dewhurst (R-Houston), who presides before the Texas Senate, has never really seen eye-to-eye with House Speaker Tom Craddick (R-Midland). As Burnt Orange reports, if there is a Special Session called on the Budget, then Craddick might actually have a hard time keeping his chair.
The sad thing is that if there is no state budget by August 31, then the state of Texas cannot function.
