The mexican cartels and black market drug dealers currently have all the money/power in the marijuana market!  If the government legalized, regulated, taxed, and sold marijuana like alcohol or over-the-counter drugs, it would take all the money/power in the marijuana market AWAY from the cartels and street dealers.   
Do you see cartels currently making a killing from tequila or Tecate??  NOPE!  You know why??  Because they are LEGAL, REGULATED, TAXED, AND SOLD IN STORES, NOT THE BLACK MARKET.

I question the logic in assuming that the political state would assume regulation of marijuana sales,taxation and distribution...for example,if it were feasible to grow your own tobacco/cigarettes,then we smokers would-but the farming/cultivating is not feasible-but if marijuana was legalized,then we in the know would never have to pay ANY funds into the political state,as we ARE able to cultivate for private use in a most feasible manner.We would not need a tobacco farm,only enough space to grow our own.This is an other reason marijuana/hemp is not legalised-the state would never be able to gain monies once legalised.

True, some people who have the space, time, money, know-how, would grow their own.  But, it's already well known that there is a HUGE market for whole-plant cannabis (as well as cannabis derivatives: hash, oils, edibles, ointments, keif, etc etc), and you can see the market working in medical marijuana states right now.  Take California, for example.  The state has legalized marijuana for medicinal uses, and any patient who is registered with the state to use medical cannabis has the right to grow their own medicine; so why then are there literally THOUSANDS of medical marijuana dispensaries in California, selling everything I just mentioned, making thousands of sales every day?
If marijuana were legalized completely for adult use, there would still be a very large market for ready to smoke cannabis, as well as ready to apply tinctures/ointments, ready to eat foods, etc etc.  Yes, there would be a substantial population of people growing their own, but even many of those people would like to try other, different, strains, items, etc, without having to go to the trouble of cultivating an entire crop.  
The reason marijuana has stayed illegal is NOT because the government thinks it couldn't make money from it, it's because the huge corporations who own the USA (and make the most political contributions to elected officials) would lose profits if it were legalized; that's a fact.   The only ones who would benefit are the ones who get in on the market, and most of them don't have the capacity to get in on that market; but they can sure spend millions/billions on making sure that the propaganda machine keeps pumping out BS, and that the laws keep cannabis users in a constant state of fear.

It's all about control,man.If we achieved legalization,then political society would lose control over how many persons-smokers are currently controlled by way of testing for employ and reason for termination if positive...ask me how I know-I tested positive after 3 years of employ,now houseless,unemployed and camped to keep out of weather.Why I was tested after 3 years? Company needed legit reason to discharge(AKA downsizing) as I was overdue for raise and employer did not want to pay out unemployment comp...though he knows 90% of his employees smoke or use other drugs.It's all about the 'legal' control.
