The United States Postal Service plays an important role in certain recycling businesses. In 2006, 45 million cartridges were collected through the mechanism of postage paid bags returned through the USPS. This kept those cartridges out of landfills across America. However, the current proposal to nearly DOUBLE the two ounce first-class parcel rate for each cartridge jeopardizes this environmentally responsible system.

Therefore, similar to other specialty rate categories already established for items such as nonprofit mail, church bulletins, or household magazines, the Postal Commission should establish a separate rate for recyclable products collected through reverse logistics utilizing the USPS.
