The DCMS Government Report on ticket touts has now concluded. Their report can be found here and the evidence from Scarlet Mist is on page 170.

The report does not seek to ban ticket touting, but asks the touts to behave like nice boys. 

We believe that some sort of exchange or refund mechanism for unused tickets is essential.

Scarlet Mist has argued that the way to control ticket touting is through taxation, and that ticket touts should be subject to paying taxes.

Will they not just add more to the price they charge to cover the cost of any imposed taxes. Making it even more expensive for those buying the tickets?
Apologies if I have misunderstood what you mean by taxing ticket touts.

Bob thats a good point - but only if people are prepared to pay the higher prices.

The rest of us pay tax, so why don't the touts?

ticket touts are a great bane in our society
is it fair to profitise from true fans?
take the example of Glastonbury with the ticket ID schemes, if ticket issuers were able to provide a similar service attached with a photo or unique number that correlated with your ID on a central database this would be one step towards ensuring touts are slowly eradicated and true fans are able to get to the concerts they wish without being extorted!
