Six Charged in Largest Domestic Human Sex Trafficking Case in Houston

HOUSTON—Five men and one woman have been charged in a 16-count indictment with conspiracy and sex trafficking of children and forcing and coercing adults to engage in commercial sex acts, United States Attorney Tim Johnson, Assistant Attorney General of the Department of Justice’s Criminal Division Lannie A. Breuer, Texas Attorney General Greg Abbott, Special Agent-in-Charge Richard C. Powers of the FBI’s Houston Field Office, and Houston Chief of Police Harold Hurtt announced today. This case represents the single largest domestic sex trafficking case in the history of the Southern District of Texas.
“It is a horrible reflection on our society when adults prey on the vulnerabilities of children and reduce them to indentured sex slaves,” Johnson said. “Whenever and wherever offenses of such a depraved nature occur, our law enforcement community will respond with the sum of our collective prosecutorial resources.”
“The protection of the innocent and the most vulnerable among us is one of the most important obligations of law enforcement,” said Breuer. “Sex trafficking, especially the trafficking of children, is unconscionable and federal law enforcement is working closely with state and local authorities to fight this most reprehensible sort of exploitation.”
Five of the six defendants were arrested late Monday, Aug. 24 and early Tuesday, Aug. 25, 2009, in a coordinated effort between federal and local law enforcement with warrants that issued following the return of a sealed indictment by a Houston grand jury on Aug, 4, 2009. The indictment, which was unsealed today, charges John Butler, 47, William Hornbeak, 34, Jamine Lake, 27, Andre McDaniels, 39, Kristen Land, 28, all of Houston, and Ronnie Presley, 35, formerly of Houston and currently residing in Tulsa, Okla., with conspiracy to traffic women and children for the purposes of commercialized sex; sex trafficking of children; sex trafficking by force, fraud and coercion; transportation of minors; transportation; and coercion and enticement. Upon conviction, each count of sex trafficking and transportation of minors carries a maximum of life in prison. Each count of transportation carries up to 10 years in prison, while coercion and enticement carries up to 20 years in prison, while conspiracy carries up to five years in prison. All charges carry up to a $250,000 fine.
Butler, Hornbeak, Lake, McDaniels and Land were arrested in Houston. At least one defendant – McDaniels – is expected to make an initial appearance before U.S. Magistrate Judge Calvin Botley at 2:00 p.m. today. The United States will ask the court to continue to hold McDaniels and the other defendants in federal custody without bond pending trial. A warrant remains outstanding for the arrest of Presley. Anyone having information regarding his whereabouts is asked to contact their local office of the FBI or the FBI Houston Field office at (713) 693-5000.
According to the unsealed indictment, the defendants operated commercialized sex businesses often disguised as modeling studios, health spas, massage parlors, and bikini bars in Houston, and employed sexually oriented publications and websites to advertise their illicit business. The criminal enterprise transported women and minors to and from the Houston area and had ties to Kansas, Nevada, Arizona, and Florida. Women and minors as young as 16 were enticed and coerced into prostitution and were routinely beaten and threatened. The defendants allegedly collected any proceeds the women and minors received as a result of “dates” rendering them dependent upon the defendants for basic necessities.
“The defendants are charged with transporting and threatening young women with violence in order to force them into prostitution,” Abbott said. “A concerted, cooperative effort by state and federal law enforcement is cracking down on the horrific crime of human trafficking -- and those who profit from it.”
The investigation leading to the charges was conducted by the Innocence Lost Task Force of the FBI and the Houston Police Department as part of the Innocence Lost National Initiative. A joint effort of the FBI, the Department of Justice’s Child Exploitation and Obscenity Section and the National Center for Missing and Exploited Children, the initiative was founded in June 2003 to address criminal enterprises involved in the domestic sex trafficking of children. At least one minor was rescued during the course of the investigation leading to the indictment. Other minors and several adults have been returned to their families.
“From low-tech methods such as prostituting minors at truck stops, to high-tech methods such as internet advertising, our children are being used as commodities for sale or trade,” Powers said. “Here in Houston we have established unprecedented cooperation among law enforcement agencies that are working together to link cases, make arrests and rescue children being sold on our streets. We will not allow our city to be a safe haven for this unconscionable activity. If you hear about it, if you suspect it, report it."
The case is being prosecuted by Assistant U.S. Attorney Sherri Zack for the Southern District of Texas, Special Assistant U.S. Attorney Angela Goodwin for the Southern District of Texas and the Texas Attorney General’s Office and Trial Attorney Michael Yoon of the Department of Justice Criminal Division’s Child Exploitation and Obscenity Section.
An indictment is a formal accusation of criminal conduct, not evidence.
A defendant is presumed innocent unless convicted through due process of law.

i guess the best way to solve this is to attack the ads everywhere..it's a biz you know..maybe if they stop all the ads everywhere on the streets and the net it'll help some..because people are constantly bombarded, which increases the demand for sex, porn, and prostitution everywhere...and then of course prayer...and lots of it...alongside with tougher laws. wow, this makes me sick. I had the chance to talk before a judge on adults sexually abusing children and until we change some of these judges minds we will have to keep fighting.  Almost everyday in our small little town, there is another 20-70 year old sexually assulting 8-16 year olds, and all I ever see is the judge slapping their hands.  We had 5 boys charged with sexually raping a 12 year old girl and only one was charged as an adult at age 16,  2 were sent back to juvenile court and 2 were released because the court said they didn't break any law.  What do you call it when two boys are lookouts for others who are committing a crime, I call it aiding and abbeding, but no, they were released.  The judge gave the one boy who was tried a 10 year suspended sentence because he was allowed to cop a plea for 3rd degree sex offense.  These judges need to wake up, what makes you think they are going to change?  We as Christians need to stand up and fight.  This has to stop, we need to protect our children

I am glad these monsters were caught, and pray that God grants them repentance (2Peter 3:9b)  and that the victims get God's healing touch.. we know God's grace more than enough to do the job.. the real tragedy is that only a few of these groups ever get caught and the kids get free.. please pray that more rings get exposed, and if anyone sees this garbage going on please report it to the authorities!!!

Annie, I am shocked.  There was a case 2 years ago, in Christchurch, New Zealand, of a 13 year old who 'chose' to be a prostitute, because she didn't like living at home with her mother and her mothers boyfriend.

She said, 'I like men, all kinds.'  Prostitution is legalized in New Zealand.  It is actually a job choice.  There is even a union for prostitutes, called the prostitutes collective.  Praying for you Annie, pls pray for New Zealand, and the young women who are deceived into this way of life.

Arrests like this are only going to increase. The Gates Foundation, after reading the latest DOJ report is now researching ways to assist in the mission to reduce and eradicate sex trafficking on both the domestic and international levels. $millions are now earmarked for this endeavor and organizations that have done their homework and are committed to ongoing research and analysis. Of course, if you're doing less and neglecting the analytical research and threat assessments, you're just blowing smoke. (BTW, Bill and Melinda are now very familiar with HFJ.)

Thank Jesus that the athorities found these people and put them away.  I pray they find the 6th perpetrator.  What is so sad is that in so many way these girls will never get over what happened to them.  You never forget.  I pray God will bless your ministry with all the resources it needs.

 One of the elders in my church Guy Williams now works diligently in a ministry to rescue girls in Mexico from the slave trade of prostitution. It is a real trip. He was this hardcore businessman totally passionate about what he did. He had an event in his life that was a heartbreaking trial for him. Now a year later he is totally on fire for this ministry and I think he is actually doing it full time. He wants to start another home in our city much like yours (except for juveniles) I know pur church will totally get involved. .....not bad for a bunch of Presbyterians hugh???LOL

when i was in japan i met, drank , and befriended a lot of these ladies and girls. then usually they would dissapear. they usually ran away or were "dealt with". i lost one such friend named "jennifer". i heard stories about her after the fact but i havent seen her since. sometimes turning things in to your local authorities is a great idea, but coming from a place where these sex slaves are just a local back drop its hard to get anything done or taken seriously. finally feeling so overwhelmed with the lack of concern for these women iwas reciving from everyone i tried talking to, i just turned to the state department.
getting these girls to trust and know that someone loves them is the key and getting them away is safe , but then what next. and prevention? its a huge long multi faceted problem steming as differnt as each girl involved.

Of course if sex was celebrated and enjoyed freely, and I believe it is one of our greatest divine gifts, there would be far less trafficking...........

It's a Mann Act Prosecution.  Period.  Meaning it's the transportation and conspiracy to transport that are at issue.  These guys are pimps, and interstate and probably international pimps.  That's what they're getting arrested for and that's what they'll go to jail for.

The coercion charges are gonna be a nightmare to prove and the US Attorney's office knows it.  This is because the prostitutes, as far as a jury is concerned, have a reason to lie about being forced into prostitution.  If they don't tell the cops they were forced, they're facing solicitation charges.  Meaning they've got major credibility issues on the stand.  As far as a jury is concerned, they're just criminals trying to avoid jail time.  So these pimps are really just looking at the trafficking charges.

They're gonna walk on most of the "crimes against minors" charges, too.  Sad but true.  Age of Consent in Texas is 17 and there were "girls as young as 16" freed.  Meaning, if we get away from reporter weasel speak, that maybe three were underage, and they were underage by one year.  Which is  abominable, but it's hardly enough for a jury to come down on the pimps like the hand of God.  Even in Texas.

So the pimps cop a plea; 8 years to all charges.  They get 15% off for good behavior.  Out in just under 7.  Though they will have to register as sex offenders if anyone can prove those "16 year olds" were actually 16.

Thanks for the post Annie. Sadly in the commercial side it appears the economic rewards are so great people are not only willing to chance arrest and jail time as they are thinking only of the money and not of the lives they destroy. This will stop, not due to law enforcement efforts but when the economic rewards aren't worth the risk.
Then on the other hand there are those that don't sell people but want them for their own use. Just read about what Jaycee Lee Dugard went through in her 18-years of captivity. Living here in Reno I can tell you her kidnapping had a huge impact on our area and I'm still knocked over with the news of her release. And she was one of the few lucky ones as I think most that are taken are soon murdered. But now at least one family has a loved one back, plus her two children she had by her captor (The first when she was 14!), and I pray they can make put lives together for all three of them.

This is true amazing that these people involved with human trafficing are behind bars. Thanks be to God and the FBI for the busted. In my opinion, this is one of the most evil crimes people can commit. How can one look at themselves in the mirror after doing this to an innocent young girl? I am praying for all the young children around the world and their families and that justice will be serve on their behalfs. Annie, you are a tremendous blessing to the hurting world and the massive testimony you carry. I definitely support giving hope to the hopeless. There are no words to descibe the how much you mean to them and I know you know that!! Keep up the fantastic job and maybe one day I would mind phyically helping out sometime in the future!

this is so sad.  shared hope mentions the johns want younger and younger and the pimps are trying to keep up with the demand.  how crazy is that?  it's so surreal to hear about and it's probably happening in one's own neighborhood.  so annie, can you break down the cost of an entire save operation from canvassing the streets to saving one into the destiny home to that person living on their own and all the needs inbetween?  i think that would help people understand the effort and costs involved to some extent anyway.  just a thought while i was typing my response.  see ya annie!
